Rob Lucci, nicknamed Killing Machine, is a CP0 agent and, two years ago, the most powerful member of CP9. Rob Lucci is a very tall and thin man; however, he is a muscular man, with arched eyebrows and a neatly shaved goatee. He has shoulder-length, wavy hair that he sometimes ties back into a ponytail. When not fighting, his pet pigeon Hattori usually perches peacefully on his right shoulder. He has a tattoo of a crossed-out square on each arm, as well as five cannonball scars on his back in the shape of the World Government's symbol. He wears a blue-white suit with a white coat over his shoulders. His beard is longer and curled up at the tip. As a CP0 agent, Despite his apparent lack of emotions, Lucci does not like being insulted. He also finds it offensive when someone shows weakness around him. Anyone who shows weakness is no better, to Lucci, than a criminal. Lucci believes that if he is involved in the means to an end, there must be blood involved; and that he does not have to accept other people's opinions or ideals. This seems to derive from the fun and satisfaction of causing physical and emotional pain in another. These scenes, along with those in which he is before a battle, are the only times where he smiles, which shows that Lucci is a complete sadist and sociopath who only likes to make people suffer for his own amusement even if they are innocent, and making the excuse that he does it for justice. His expressionlessness includes anger and anguish. Despite all this obvious lack of morality, he has exhibited some, albeit very little, sympathy for those he considers innocent (when they hurt someone who is completely defenseless). He also shows concern for his pet Hattori, sending him away when he is in dangerous situations.

It is very clear that Lucci's title as the strongest in CP9 history has greatly elevated his ego, leading to what appears to be a superiority complex, leading to moments of arrogance. Lucci was very loyal to the World Government. The Government considers him a very important asset, and his strength is recognized by them. Lucci was willing to do whatever was necessary for their sake, and followed the doctrine of absolute justice: he believed that the five hundred soldiers who surrendered to the pirates were no different from criminals who deserved death, and the Government apparently did not dispute this killing. When Lucci is not fighting, Hattori usually perches on his right shoulder. He is part of CP0, which means he has to follow orders from the Celestial Dragons and he has to follow them to the letter.

Rob Lucci consumed the Neko Neko no Mi: Leopard Model, a Zoan type Devil Fruit that allows him to transform into a leopard and a giant leopard-human hybrid. Zoans enhance the user's physical capabilities, which benefits martial artists like Lucci and his use of Rokushiki. Additionally, being a carnivorous animal, Lucci is more bloodthirsty and rapacious than a regular Zoan type user, as proven when he bit Luffy while transformed into an actual leopard.

The World Nobles, also known as Celestial Dragons, are the descendants of the twenty kings who destroyed the Great Kingdom 800 years ago, and established what is known today as the World Government. They are the people who live in the "Sacred Land of Mary Geoise". As expected, due to their connection to the World Government, they constantly abuse their power and view all individuals outside their nobility as inferior, enslaving or killing those who may offend with any of their actions to the utmost respect that is owed to them, but they remain so oblivious to the true situation of the most common fraction of civilization that they even see it as a danger to mix and associate with them, going so far as to cover their heads with bubbles to avoid breathing the same air as the mundane population. Celestial Dragons have several rights and privileges that the rest of the world's inhabitants lack. Although they have enough money to buy slaves, they often simply arrange for the kidnapping of anyone who piques their interest, be it man, woman or child. Anyone who disturbs them can be shot by the World Nobles. It is known that, no matter if someone is killed in front of your eyes, you must never oppose the World Nobles.
