Rob Lucci is a very tall and thin man; however, he is a muscular man, with arched eyebrows and a neatly shaved goatee. He has shoulder-length, wavy hair that he sometimes ties back into a ponytail. When not fighting, his pet pigeon Hattori usually perches peacefully on his right shoulder. He has a tattoo of a crossed-out square on each arm, as well as five cannonball scars on his back in the shape of the World Government's symbol. He wears a blue-white suit with a white coat over his shoulders. His beard is long and curled up at the tip. As a CP0 agent, he wears a mask that covers the upper half of his face, with markings curving under his eyes.

When Lucci is revealed to be a CP9 agent, he is shown to be cool and collected, rarely showing any emotions (however, even he shows shock at the revelation that Franky possessed the Pluton blueprints). An example of his ruthless nature is the brutal assault on his friend of five years, Paulie, whom he even attempted to kill after the identities of the CP9 members were revealed. He also shows emotion when he smiles when convincing Kaku and Kalifa to eat Devil Fruits, as well as when he and Spandam notice Luffy following them, at which point he is shown to be cheerful, likely due to his enjoyment of the battle. He also states that he feels no ties to the city he lived in for five years, and does not seem to have any feelings for his fellow CP9 members, even less Spandam. An example of Lucci's lust for violence and his greed for fighting is when he jeopardizes the mission to bring Robin to the Gate of Justice by allowing Monkey D. Luffy to catch up to him and Spandam, for the sole purpose of having a battle with him, smirking when the pirate challenged him. Lucci's violent and rapacious nature is also demonstrated when he enters beast mode to attack Luffy more violently. A further example of his sadism is when Lucci flooded the passageway to the Gate of Justice with water to try to kill Luffy's crew members, wanting to remove all nuisances that could disrupt his fight with Luffy. He has a habit of demoralizing and mocking his opponents, visualized when he taunted Luffy about his slim chances of saving Robin. In his Full Zoan mode, he acts like a bloodthirsty animal, when he is seen biting Luffy. His expressionlessness includes anger and anguish, even while mocking or demoralizing Luffy.

☆In response to one of his fan letters, Oda drew the CP9 members in their childhood. The drawing of Lucci showed him holding a small tree branch, wearing a t-shirt with “peace” written in kanji, and standing next to a dove (wearing a tie), which could imply that Lucci has had Hattori as a pet since he was a child. ☆He is the only member of CP9 with a surname. ☆Lucci tends to always wear a top hat even when he's working undercover. ☆Lucci bears a certain resemblance to the famous guitarist Slash, both with his hair and his top hat. ☆His favorite appetizer is Brandy ☆The scars on his back, caused by the cannons on Raid Island, have the same "drawing" as the symbol representing the World Government. ☆Since Luffy is not good at (or doesn't like, or just doesn't want to) remember people's names, he calls Lucci "Pigeon Uncle" after his pet pigeon. ☆Coincidentally, he was the most unexpected to be a member of CP9 like Kalifa and Kaku. ☆Lucci's animal theme is leopard. ☆In the fifth popularity poll, Lucci ranked 45th, making him the most popular member of CP9. ☆Lucci is the first consumer of a carnivorous zoan seen in the series and the first to have managed to awaken his fruit. ☆Lucci has some similarities with Smoker: °Both are old enemies of Luffy whom they faced during the first part of the series. °They both met Luffy again after the two-year time skip. °They both arrived at an island where a scientist's laboratory is located. °Both have been shown to be Haki users two years later.
