the main antagonist of Disney's 1996 feature-length animated film The Hunchback of Notre Dame. He is a ruthless Parisian Minister of Justice who, after a series of delicate circumstances, becomes the disgruntled guardian of the ugly Quasimodo.

In addition to his political authority, Frollo is a religious fanatic with an intolerance for sinners. He considers gypsies (or "gypsies" as he calls them) the most heinous of all malefactors, and so devotes twenty years of his life to their eradication. Frollo's self-imposed mission leads him to commit inhumane acts of violence while using his allegiance to God as an excuse.

Since most of the film's heavy thematic elements are directly related to Frollo's story, such as religion, lust, and genocide, he is considered one of the most complex and dark Disney villains of all time.

The second one had the cold-blooded "kite's look" and the sickle-shaped hair slicked back at the temples, while the second one had a gaunt appearance and a somewhat elongated face.

We tried to give Judge Frollo human features, to make him more alive, more real. He is like Hannibal Lecter, watching and controlling everyone with his eyes! As a real man, he is characterised by vices and feelings. He was born without a heart and soul, but somehow managed to fall in love. All his life Claude has lived in his own world, a world where he delivers everyone from sin and vice and considers himself the party of good, but he does not know how cruelly and ruthlessly he destroys the unfortunate people! When he falls in love with the gypsy girl Esmeralda, his world in his mind begins to clear..

The intervention of a very young but bold and daring girl literally hits him with a powerful jolt of emotion. For the first time in his life he feels drawn to another person, to the people he wants to destroy. Claude slides into madness from being torn inside, not knowing what to choose, Frollo exacerbates the situation with his beliefs! He loves her, but is literally mad because he doesn't want to feel weak and helpless in front of her, and because Esmeralda doesn't want to accept his love.

Also special is the fact that unlike his "book counterpart" Judge Claude Frollo is a more passionate man, but he never told Esmeralda how unhappy he is or how much he loves her (pros and cons). Also, he was the very first character Disney had a lot of people working on to draw his facial expressions and make him ambiguous. Another similarity and difference between the two -- the judge's fellow judge, despite being one of the central characters (in the words of the author "the one who wrote those ill-fated letters is the protagonist") was an anti-hero, while Judge Claude Frollo is an antagonist but anti-villain.

The judge is presented as a heartless and extremely corrupt man with sadistic tendencies (during Fab's arrival at the Palace of Justice), who commits genocide of the Romani people. He achieves this no matter what (he burns down the miller's house, suspecting his co-operation with the Gypsies, even though the latter is innocent of anything). He is cunning, cruel, cunning, judicious, self-righteous, arrogant, irritable and hypocritical. Despite his advanced age, Claude is quite strong.

At the beginning of the cartoon, he killed Quasimodo's mother on the steps of the cathedral, whom he accused of stealing, but lied to the hunchback (for the sin he committed, at the Archdeacon's command, he took Quasimodo and raised him). There is no mention of the reason for his hatred of gypsies (although in one episode there is a hint of "She's a gypsy, and gypsies are utterly incapable of sincere love! Think of your mother!"). Does not tolerate betrayal (on the part of Phebe and Quasimodo). Despite his hatred of gypsies he is in love with Esmeralda (before burning her he offers her life in exchange for love). At the end of the cartoon he is killed in a fall from the roof of Notre Dame!

Appears to be an older man, grey hair, brown eyes, wrinkled face, black clothing, black and purple striped hat with a red tassel. Also wears rings on his fingers. At the beginning of the cartoon has slightly different clothes, same gaunt face but not wrinkled, blonde hair with a bluish tint, though even then has a low cold "menacing voice". The exact age is difficult to determine (50-65 years old in the cartoon itself, at the beginning of the cartoon 20 years younger, the book original 30-36). The physique is dry, stately, strong and elegant, pale skin, sunken cheeks. Fairly tall: much taller than Esmeralda, but slightly shorter than Fab. Has a pet - a huge black horse named Snowball (the commentary from the directors mentions the horse's nickname), which he treasures very much.

Claude Frollo is a rather complex man. A religious extremist and dogmatist, Frollo is convinced that all his actions are justified because they are the will of God, although he is a brutal and corrupt government official who uses his seat of power to achieve his own extreme goals, even hiring common thugs to enforce his interpretation of God's will by posing as a "soldier".

This makes him feared and reviled by the entire city. Frollo is particularly determined to exterminate the gypsies scattered throughout Paris, as their fascination with "witchcraft and sorcery" is, in his words, contagious to those around them, hence making it genocidal. He is also shown to suffer from sadism, as in addition to his desire to persecute sinners, he also briefly smiles when a previous Captain of the Guard prior to his promotion to the rank of Phebe was heard being scourged for letting him down.

Surprisingly, Frollo was known as a somewhat indulgent man. This is evidenced by the way he forgave Quasimodo's attempt to trick him into attending the Festival of Fools, and how he equated the letter "F" with "forgiveness" when teaching Quasimodo the alphabet. Another example is that the gargoyles seemed to be aware of Frollo's merciful side, as they surmised that Frollo would be more likely to forgive Quasimodo his challenge than allow him to attend the Festival of Fools. He also eventually forgave Quasimodo for helping Esmeralda escape from Notre Dame , believing that the hunchback was under a spell created by Esmeralda.

Interestingly, while most Disney villains know that what they're doing is wrong (and either don't care about it or are proud of it), Frollo actually believes he's a good person, or at least believes his actions are for the greater good. making him something of a three-dimensional character. He repeatedly refuses to find faults in himself and is quite smug, declaring that he is far purer than the "common vulgar, weak, promiscuous crowd" and stands above the Biblical teaching that all men are equally sinful. He believes that everything he does is done in the name of God, even when he attacks the Cathedral of Notre Dame de Paris to catch, arrest and execute a gypsy woman.

However, at the end of "Hellfire", he does beg God to spare Esmeralda for what he plans to do to her, and to spare him for his plans, and part of his sparing Quasimodo was as penance for his murder of his mother , so he is capable of some form of guilt. Similarly the refrain of "mea culpa" in "Hellfire" implies that he is aware of his guilt to some extent, and implies a more self-loathing aspect of his nature.

Nevertheless, he comes to lust for the beautiful Esmeralda, but after some hesitation he ends up blaming witchcraft and the devil for his lust for her, rather than recognising that he himself is prone to sin like everyone else. His lust drives him mad, which eventually turns into his downfall when he takes Quasimodo too far, almost killing Esmeralda. When he believes that his passion for Esmeralda turns him to sin, he is partially right because that is what makes him murderous and unfair to others, arresting two families and trying to kill one just because they won't give him Esmeralda.

Frollo is also very cruel to Quasimodo. He refuses to let the hunchback experience freedom, forces the young man to call him "master", and allows him to publicly humiliate him without even bothering to help him as punishment for disobedience. Additionally, during Frollo's outbursts, Quasimodo tries to move away from him, implying that Frollo has physically abused Quasimodo in the past. Despite all this, there are traces of humanity in Frollo's relationship with Quasimodo, as he spends his free time having lunch and dinner with his adopted son, as well as his willingness to tutor him, use him as Notre Dame's bell ringer, provide for him , and even allows him to spend time on his hobbies.

Frollo also appears to be quite a stand-up man, always appearing cool and collected, and only showing fear when Quasimodo overpowers him after he prepares to kill him and when he is about to fall to his death; he also shows visible fear when the many eyes of Notre Dame are on him for killing an innocent woman on the cathedral steps. He rarely shows humour, and whenever he does, it is dry and black.

Despite his single-mindedness, Frollo's true weakness is that he cannot feel or understand love for another person, even when he really tries. It is this cruelty and abuse that caused Quasimodo to have very little loyalty to his master and to protect the first two people who ever showed the hunchback true kindness, namely Esmeralda and Phebe. Nevertheless, Frollo sincerely tries to be a good father to Quasimodo by raising him, but ends up being too full of hatred and arrogance to be a caring parent.

Frollo also seems to be a misanthrope with little or no sense of personalisation, despite the fact that Quasimodo is the only person he calls by name, as he addresses his soldiers as "you men!" when they prepare to attack the cathedral and routinely refers to Esmeralda as "gypsy" or "girl".
