It was created following the betrayal of Shadow Company and General Shepherd. Sergeant Keegan P. Russ is a major character in the Ghosts Team. He is a U.S. Marine turned member and scout sniper of Task Force Stalker, also known as the Ghosts, who are assigned to stop the Federation.

Keegan joined the United States Marine Corps at a young age and was skilled in rifle training. Later he achieved Force recognition, attained the rank of Sergeant and became a Scout Sniper. Some time later, after serving and gaining combat experience on the battlefield, he joined the Ghosts. He was one of the original fifteen, at the time of Operation Sand Viper in 2005.
