Niragi is a tall, thin man with long black hair that is tied into a half-up bun throughout the Beach arc. He has silver piercings on his left eyebrow, left nostril, helix, and tongue. He wears a long-sleeved shirt with a black and white giraffe print and the top few buttons are undone. He wears black pants and boots, but for the rest of the Beach arc, he wears black swimming shorts and is barefoot. He is often seen holding a gun against his shoulder.

Niragi is a stubborn, narcissistic man, full of hatred and acidity. He apparently only acts on impulse, only does things whether he considers them fun or not, and lives for emotion, whether negative or positive. This is shown when he riles up the crowd during the Ten of Hearts game to make it more "likable", as well as when he tries to attack Usagi a second time during the game.

Niragi is one of the first members of Beach society attracted to Boshiya. Likely inspired by the Gandhi motto cited by Boshiya, Niragi is also determined to change himself to be the one who inflicts pain and hatred on others instead of having it done to him. Naturally, he joins Morizono Aguni's "martial sect" and is in charge of the sniper in the game (if the rule allows the weapon) so that he can be revered. He is often referred to as the second-in-command of the martial sect.
