Captain Albert Wesker to S.T.A.R.S.

Raccoon City

This small city was made up of large and small buildings and facilities (where various events took place), like anywhere else, the city was located in the middle of a mountain range that ran around the perimeter of the city, the Arklay Mountains. Its population was approximately 100,000. The city was created in the early 1960s. Raccoon City was governed by Michael Warren, who was elected in 1987 and served in that position for 11 years. Warren was the engineer responsible for creating the city's cable car system, and also made contributions to the electrical system. In his campaign to modernize the city, he made a deal with Umbrella, which funded several of his projects, including public services, social assistance, and law enforcement. The campaign was known as A Bright 21st century for Raccoon City during the Warren campaign, the city modernized until it became an industrialized community. However, expansion and modernization were accompanied by an increase in crime rates. The Raccoon City Police Department (R.P.D.) established the Special Tactics and Rescue Service (S.T.A.R.S.) in 1996 to combat crime. Due to Warren's dealings with Umbrella, the corporation became a large part of the daily lives of the city's inhabitants. Many front line stores for the corporation and their influences were an important voice in the City Council, it really became the main leadership of the city with the mayor at the helm to hide their true ambitions. Raccoon City was very important for the Umbrella Corporation, since they financed events, schools, hospitals and the majority of the population worked for Umbrella directly or indirectly and financed the mayor's projects, thus this corporation was able to create several secret laboratories where large discoveries, such as the creation of the G-virus and the B.O.W., its greatest competition was the Alaska laboratory.

Raccoon Police Department

The Raccoon Police Department or R.P.D. (Raccoon City Police Department), is responsible for maintaining order and peace in the city. They were a very well-equipped force, with two elite units: the S.T.A.R.S. and their successors the S.P.F., the city's police chief was Brian Irons, who received bribes from the Umbrella Corporation. The main headquarters, formerly a museum of ancient art, was located in the center of Raccoon City, on Ennerdale Street. It is unknown if there were other enclosures, although it is likely due to the city's population. The R.P.D. The Raccoon Police Department also had several helicopters with a helipad on top of the police headquarters. One of the helicopters was destroyed when a stray bullet from an officer's pistol hit the pilot. This killed the pilot instantly and crashed the helicopter, killing the officer and destroying part of the R.P.D. Officers are divided into three main branches: the regular patrol officers, who direct day-to-day operations of the station, the Criminal Investigation Department, and the Special Tactics and Rescue Services Squadron (S.T.A.R.S).
