Well, no, because Chief is very forgetful and always forgets important things.* *Today was a very special day for them, as it was their wedding anniversary. He wears dark blue jeans and dark gray shoes, although sometimes they appear brown. He has dark, almost brown skin, is tall, almost bald, has a zigzag black mustache and a round nose. In the film, the "Chief" on his hat turns yellow. He also wears yellow badges and rings on his sleeves, and yellow stripes down the sides of his trousers.

As police chief, he can sometimes be bossy. He tends to get angry when things don't go his way. However, he still cares about his team, especially DogMan. He can sometimes be forgetful, as mentioned on his birthday, although he denies it.

Chief first appeared at the end of *The Adventures of Dogman*, when he shook Dogman's hand after catching Petey. Dogman then complained, so Chief gave everyone non-alcoholic wine (this could be a reference to alcohol prevention). A police officer who looked like Chief, but wasn't wearing a chief's hat, also appeared earlier in the same comic, asking Dogman where the thief was.

Clarence Bailey, also known as Chief, is the leader of the Cops and one of the tritagonists (along with 80-HD and Sarah Hatoff) of the Dog Man series. His anger issues have visibly been shown to cause him moderate amounts of stress. Despite his impatient mindset, he has occasionally shown empathy towards others, even in the early books. When Petey unexpectedly became the father of his kind-hearted son Lil' Petey, his demeanor began to subtly change. He became more thoughtful and hesitant about continuing with his evil plans and began to care greatly for Li'l Petey despite the fact that he always tried to transform him into a fellow villain before Lord of the Fleas. Lil' Petey had inspired Petey to finally decide to become a good guy and has been one ever since Brawl of the Wild. In the later Dog Man books, Petey cares about his friends and agrees to help save them when they are in trouble, although it is unknown if he actually likes them or just cares about Li'l Petey.
