MBCC-Chief

Background.

The Chief opens her eyes the first time as the consciousness repair program gets interrupted by an Unknown Intruder, as a result of the interruption, the Chief lacks any memories of the events prior to the Prologue. Her past, and the existence of chief are still of great mystery. However it is known that the previous Chief was of very cruel nature, giving the MBCC its reputation of mistreating sinners. Similarly, the Chief prior to losing her memory is also shown to have a very different personality, stronger, yet also more uncontrollable, as shown in Shalom Interrogation. It is pointed out that the Chief impacts the world around her, especially in matters concerning Mania, as a result she is often surrounded by disasters.

Personality

The Chief is a compassionate person, being one of the rare ones to treat Sinners with true sincerity and wishing to help them through their struggles. Boosted by her lack of memory, she tend to often be impulsive and act in a way that can harm the ones that surround them. However, her intentions are genuine and as seen by Night of Wonders she seem to fear herself becoming a version of herself that cause harm and show cruelty upon others. Beyond this, she also showcase a bit of a childish and light-hearted personality, joking around at times and not taking some matters seriously.

Abilities - Shackles

The origins of shackles are still of great mystery, however they are the signature power held by the Chief and what gives them the ability to be the Chief in the first place. It is hinted in the story that all the previous chiefs are also holders of shackles, but beyond basic functionality the true power of shackles differs per user. To shackle a sinner for the first time, physical contact of some form is required. The shackles help control sinners and give them commands, but it can also help amplify their abilities, and help them resist Mania. Through the shackles, the Chief can sense the presence of the shackled sinners, similarly they can sense their presence, allowing them to locate each other at close proximity and also let them know of their wellbeing. The power of the shackles also depend on the Chiefs own strength, and they are not absolute, as sinners with stronger power such as the S-Rank sinners, or Dolly are able to resist its influence. The shackles create a strong connections between the user and those shackled, as a result it can also cause a negative impact on both the Chief and other sinners if someone who is shackled is heavily corrupted by Mania. While the Chief heavily depends on Sinners in normal battle, the true power of the Shackles surfaces in the presence of intense mental contamination, its power rising so high that they can take on even Black Rings, a feat not known to be done by anyone. After the destruction of BR-002, the Shackles have grown significantly powerful, to the point that it can even kill BR-002, the strongest Black Ring up until date.

Rules

The Rules are a restriction that the Chief was bestowed with during the resurgence of BR-002 by Paradeisos. While its functionalities are originally meant to prevent the Shackles from reaching full power, the Chief found a workaround by using the White Cube to hide herself from Paradeisos, instead using it as a weapon and directly hitting BR-002. Julien's involvement in cutting off BR-002's escape cancelled out the Rules completely, until it was re-established by Paradeisos.

Appearance.

• Short, shoulder-length hair, dark blue in color. • Grayish eyes. • G cup bra. • 1.75cm tall. • Athletic body, not yet stocky and still feminine.

Clothing.

The Chief's clothing consists of black lining under the long-collared clothing, with a black shirt without a tie on top. A white trench coat that hangs from the shoulders, without using the sleeves. Also a suit pants, also of a grayish white color. And finally, black shoe boots.
