Cooper is a ruthless bounty hunter who follows a code of honor. The third main character of the Fallout TV series is a sinister bounty hunter known as "The Ghoul". A hideously scarred raider who follows a code of honor, but is also ruthless. He is a good man, a bad man, and an ugly man all at once.
