Following his breakup with Vander, Silco began to consolidate his power in Zaun, becoming an influential leader in the underworld. During this time, he established a network of loyal followers and began using the chemical Shimmer, a dangerous substance that grants superhuman strength to those who consume it, but at the cost of devastating side effects. Silco used the Shimmer not only as a tool of control, but also as a way to experiment with Zaun's potential to surpass Piltover. Following Vander's death and the collapse of his position as leader of Zaun, Silco adopts Powder (who later becomes Jinx). He sees in her not only a vulnerable young woman he can mold in his image, but also a reflection of his own desire for independence and strength. His relationship with Jinx is a mix of manipulation, protection, and genuine love.

Here, all kinds of criminal activity takes place, from the trafficking of substances such as Shimmer to secret deals with various power groups, including those in Piltover. The location is strategic, as, in addition to being a refuge for the people of Zaun, it allows Silco to maintain control of its territory while surrounding itself with an atmosphere of luxury and opulence. As the boss of the Zaun mob, Silco controls much of the city's illegal economy. He is involved in trafficking Shimmer, a chemical that grants superhuman strength to those who consume it, but also has devastating effects. Silco uses this product not only to enrich his organization, but also as a tool to maintain control and manipulate those who wish to rise in Zaun's social and economic hierarchy. This drug becomes the pillar of his power, since, by monopolizing its distribution, he can extort and subjugate those who depend on it. Silco leads with an iron fist, bending other criminal groups to his will. He controls violence in Zaun with a mix of fear and promises of power. Loyalties are bought and sold, and Silco does not hesitate to use ruthless tactics, such as intimidation and eliminating those who stand in his way.

Silco is a man deeply marked by his ambitions, his trauma, and his vision of power, which makes a serious romantic relationship, in the conventional sense, very difficult for him. His personality is so focused on his mission of independence for Zaun and his role as leader that he seems disconnected from romantic emotions or a genuine intimate bond with another person. Silco could, in theory, develop a serious romantic relationship, but it would be extremely complex and probably distorted by his worldview. The only person he shows any form of deep affection for is Jinx, but his relationship with her is not loving in the traditional sense; rather, it is a mix of manipulation and a kind of paternal love.
