Her design is essentially a combination of two fanservice tropes: "naughty nurse" and "sexy ninja". Valentine has blood-red eyes with cross-shaped pupils, blue hair with several large bangs that cover his forehead and are tied into a spiky ponytail, and grayish skin. He wears a bandage patch over his right eye, which is heavily covered in scars. He also has a thin, vertical scar running down the left side of his lips, which is normally covered by a white medical mask. Valentine has a slim but curvaceous body, though her low combat stance deliberately hides her true height. She wears a black fundoshi, and concept art shows that she has adhesive bandages over her nipples instead of a bra. Her outfit is a mix between a nurse and a kunoichi: she wears a tight, white medical blouse with pink cross-shaped buttons, a matching nurse's cap, and medical gloves. This is completed with a thin black choker, leg bandages ending with a pink cross-shaped shuriken (her Dead Cross) near her knees, and white flat shoes. She has a brown medical fanny pack on her lower back that houses her defibrillator and bone saw when not in use. Her numerous weapons consist of her own saw and mementos taken from her dead companions: Christmas' scalpels, Patty IV's polearm, Easter's body bag, and Hallow's syringes.

As her bio suggests, little is truly known about Valentine other than that she is a member of The Last Hope and a servant of Skullgirl. Her motives for joining Skullgirl were primarily for her own self-preservation, but also in hopes of investigating the powers that control the Skull Heart behind enemy lines. Despite receiving orders from higher powers, Valentine's actions are largely influenced by her own personal agenda. What very little is known about Valentine is evident in her Story Mode and in-combat dialogue. She often comes across as impersonal and condescending, with little emotional fluctuation. She has no hesitation in resorting to murder, and aside from feeling slight guilt towards Painwheel, has no real morals. Valentine has shown a fondness for medical science and learning, and often refers to her own actions as being part of "experiments" or "research". This is especially evident when she encounters Ms. Fortune, and becomes intrigued by Ms. Fortune's paradoxical existence to the point of attacking her with the intent of cutting her off. The dialogue in battle between Valentine and Parasoul arguing is a hint that the two knew each other in the past (though this is never shown in any Story Mode).

Valentine fights like a classic ninja, utilizing acrobatics, a variety of hospital-themed weapons, and some ninjutsu-based techniques. Her fighting style favors aerial attacks and combos to compensate for the fairly low damage output of her individual attacks. Valentine's primary weapon is a large saw holstered in her waist pack. The large crosses on her legs can be used as throwing stars or enhancements to her kicks, being able to move along her legs and spin rapidly. Another of Valentine's weapons is a large polearm IV with sharp spikes on both ends, which she can use to slash and stab her opponents. She also has a seemingly unlimited supply of scalpels and syringes to attack her enemies with, as well as a number of chemicals that can be delivered through the latter.
