Fedor is a tall, 188 centimeters tall, and slender young man. He is described as having a thin, pale face and long, dirty, purple-black hair, somewhat disheveled, reaching his shoulders. His eyes are dark purple, which gives him a tired look. His attire is formal. He wears what appears to be a white button-down shirt with long sleeves, light purple cuffs and outlines, and white pants. He also wears a long black coat with several yellow buttons, reaching Fyodor's knees, and white fur. He also wears a white fur hat with earflaps, and long maroon boots.

Despite being a very mysterious individual, Fyodor is known for his cunning, unpredictability, and sinister personality, which is comparable to Osamu Dazai. His enemies consider him a monster. He is reserved and confident, and even in dire situations, he shows little hesitation and seems to have no fear of his enemies, developing devious plans and strategies that lead to his success. A genius mastermind, Fyodor's intellect, observation, outstanding memory, and understanding of human nature allow him to outwit and manipulate even the smartest of enemies, seeing through their innermost thoughts and desires. He boasts enough courage to allow his enemies to capture him for his plans, such as when he was threatened by Ace, he retorted by declaring that he would kill him, showing how straightforward he can be when the situation calls for it. Fyodor's most notable trait is how he views salvation, saying things like "A blessing for the children"[8] and how God desires perfection and harmony above all else[9], all while he indifferently commits violent and unforgivable acts of terrorism. He refers to himself as carrying out the will of God, and constantly talks about the sinful nature of man and how he wants to free them from that nature, which is why he seeks the Book to rid the world of abilities[10]. Despite this grandiose goal, he speaks in a polite and reserved manner and is sometimes friendly with others. Ironically, Dazai and the rest of his opponents refer to him as a "Demon" or "Monster", indicating that Fyodor's actions fall short of the perfection and harmony that God desires.

When it comes to his subordinates from the Rats in the House of the Dead and his partners from Angel Decay, Fyodor views them as pawns in his overall plans, deceiving, exploiting, and manipulating them. He disregarded Nathaniel Hawthorne's desire to save Margaret Mitchell by brainwashing him and erasing his memories of everything but her, using his desire to save her for his own gain.[10] When Sigma finished playing his role at the Sky Casino, Fyodor betrayed him out of nowhere by having Nathaniel attempt to kill him, which even caught Atsushi Nakajima off guard.[11] Dazai even stated that Fyodor would have killed Sigma if he hadn't chosen him as his assistant during the prison break.[12] All of this shows that the only thing Fyodor cares about and focuses on is achieving his own mysterious goal, even if it means using his allies as sacrificial pawns.

By the time he took over Bram Stoker's body,[13] Fyodor begins to show how dangerous he truly is, how little he cares about the lives of others, and how he views everyone as just a means to an end. The world-famous hero Ochi Fukuchi; despite being the leader of the Decay of the Angel, Fyodor manipulated him into starting a plot of global terrorism in the first place,[14] and his decision to sacrifice no more than 500 lives was a plan Fyodor himself came up with.[15] However, in the end, all of Fukuchi's actions were just part of Fyodor's plan to turn Captain Hunting Dog into a being with god-like abilities[13], and even after manipulating Fukuchi into spreading terrorism across the world for 36 years in order to prevent a world war, Fyodor shows no guilt over the fact that all of Fukuchi's hardships during the terrorist plot were in vain, and even smugly reveals that the world war he tried to prevent was a lie he made up.

Overall, Fyodor is a selfish, manipulative, and mysterious individual whose manipulative tactics are based on the desires and goals of others rather than loyalty, respectful leadership, or genuine friendship. As Dazai suggests, Fyodor does not trust anyone he cannot manipulate, which is the sole reason he has no true friends or allies.
