Ghassan's traced phone call leads Price, Laswell, and Gaz to Spain, where they raid a Las Almas-owned fish processing plant, where they discover that the terrorists were in possession of Russian-made GPS devices that could be used to track the stolen missiles. During the operation, Laswell is captured by Al-Qatala forces. Price and Gaz, against Shepard's advice, travel to Urzikstan to rescue her with the help of their old allies, Nikolai and Farah Karim. Hours later, Connie's team attacks a port in Urzykstan to seize American-made missiles, while Farah Karim plants beacons on the missile containers. After learning of Makarov's escape from CIA Station Chief Kate Laswell, Price leads Task Force 141 to a nuclear power plant abandoned after the death of General Roman Barkov to prevent the enemy group from sabotaging it. However, Price discovers that the plant actually contains the remains of chemical materials that Barkov hid inside, and that Makarov plans to process them into a deadly chemical weapon. Connie escapes with the material, detonating some of the tanks to thwart Task Force 141, while Price miraculously survives prolonged exposure to toxic gas.

Meanwhile, Laswell travels with Nikolai to the Arklov military base in Verdansk. Infiltrating undercover, she meets with FSB agent Yuri Volkov. Yuri provides a flash drive with information about the chemical weapons Barkov was creating and reports that the Kremlin is not involved in the project. Laswell leaves with the information just as missiles with poison gas arrive at the base. After the attack, Makarov blows up a Kast civilian plane using a vest with a bomb, forcibly tying it to a former member of the Urzykstan militia who was flying on board. To disrupt Makarov's plans to frame the militia as the culprits, Farah and Alex get to the crash site and erase the information from the smartphones of the victims and the plane's black box. Then, following a tip from fugitive US Army General Shepard, who wants to return to his former position and take credit for Makarov's elimination, the protagonists learn that Vladimir Makarov's group is financed by oligarch Milena Romanova and head to her island, where they manage to extract the location of Connie's base. As a result of the raid, the group captures Andrei Nolan, Makarov's right-hand man, and thanks to his phone, they track Connie's convoy moving through Siberia to a former Soviet prison.
