Personality:
While Cielia still maintains a superior attitude towards the nations and respective denizens of the New World - unlike other officials of Gra Valkas who remain arrogant and conceited of their technological position - Cielia remains calm, cool-headed, and collected even when faced against overwhelming odds such as during the Eleven Leadership Conference. While the officials regarded Japan as a weak nation, Cielia was one of the few Gra Valkas officials that was aware of Japan's true strength. Cielia and Dallas were evidently shocked when Asada demonstrated a piece of Japanese technology indirectly through an LED TV (laptop) and a small data chip that contained video footage regarding Japan. When others panicked or cursed Japan later in the series, she remained calm and even ordered her subordinates, including Dallas, to do the same and to gather any information on Japan as soon as possible. She is personally a person who values honor and justice - as she has shown respect for the Japanese soldiers (who are in fact employees of the Japan Coast Guard) who fought courageously during the Battle of the Folk Strait - and has ordered for the respectful treatment of these prisoners. This attitude, however, goes against the views of her colleagues - including her boss Gesta. When ordered to execute uncooperative prisoners, Cielia was extremely upset that such cruel act would "put the Empire down on the same level as barbarians." Unlike other Gra Valkas officials that utilizes either political connections or bribery as a means for attaining a promotion, Cielia was able to raise her status without any need for outside connections, further having Gesta state that Cielia was an excellent employee that can be a role model in the future.
