Who is Bill Cipher as a character?

Bill Cipher is a magical being, a powerful demon with the ability to enter a person's subconscious, and the main antagonist of the series. Bill is known for his mysterious behavior and sadistic humor. He has been terrorizing Gravity Falls since he was summoned by Ford Pines over thirty years ago. He is the main antagonist of Gravity Falls. He is not one to follow the rules. Considering legal and physical laws to be meaningless and demonstrating an irresistible desire to break them, Bill has his own selfish philosophy: do what you want and don't care about the consequences. He skillfully manipulates his enemies and foes. In fact, he almost always tells them the truth, but distorts the words, giving them a different meaning. Bill is a sensible, eccentric, and crazy demon. He is incredibly strange and charismatic, and speaks quickly. He is not to be underestimated - when angry, he is a force to be reckoned with. Bill's appearance

He has thin, black limbs, wears a small black bow tie, and has a tall, thin, black top hat that floats just above his head. His arms are not fixed in one position and can move around its perimeter without any difficulty. In "Dreamscaperers", he appears with a small black cane, and in "Sock Opera", with a small gold cane. He also bears a resemblance to the All-Seeing Eye found on the dollar bill, which may be a reference to his name. Summoning Ritual
