Willy Wonka, an aspiring magician, inventor and chocolatier, is coming to Europe to open his chocolate shop in the Gourmet Gallery. Having quickly spent his meager savings, he is forced to stay at the boarding house of Mrs. Stirkit and her assistant Chlorker and sign a contract, despite the warning of orphan Noodle about the small print. To pay them off, Wonka presents flying chocolates, which literally make people fly, at Galeries Gourmet, facing ridicule from three rival chocolatiers who, with the help of a corrupt police chief, confiscate his income for disrupting their business and selling chocolate on the street, outside the store. Unable to pay off a huge debt to the landlady of the boarding house, Wonka is forced to work in the laundry along with other debtors Mrs. Stirkit and Noodle. Wonka falls in love with Stirkit and Chlorker and periodically escapes from the laundry to sell chocolate with the help of Noodle (to whom he promises a lifetime supply of chocolates), and tells the girl that his late mother instilled in him a love for chocolate. Then Wonka discovers the theft of sweets prepared for sale and claims that they are being stolen by a mysterious orange man. To make her signature chocolate, Wonka, accompanied by Noodle, goes to the local zoo, where she milks Abigail's giraffe. Setting a trap for the thief, Wonka catches an oompa-loompa named Big Guy, who wants retribution for the cocoa beans stolen by Wonka, which the Big Guy guarded. The big guy ingeniously tricks Wonka and escapes.

Using the proceeds from the sale of chocolates, a group of debtors from the laundry opens Wonka's dream chocolate store. The boss and the "Chocolate Cartel", informed of Wonka's undertakings and now unable to arrest him, since his trade is becoming legal, turn to Stirkit to prevent Wonka. Because of the yeti sweat she added to the candies, chaos ensues in the store and Wonka's trade collapses. Wonka reluctantly agrees to the Cartel's offer to leave the city on a ship and never cook chocolate again in return for the cartel's promise to pay off all Mrs. Stirkit's debts. However, this is a deception: the ship is mined, Wonka manages to jump into the water at the last moment, and everyone is released from the laundry except Noodle, whom the Cartel strongly demands to be imprisoned. Wonka guesses that Noodle is the niece of one of the chocolatier's competitors, who informed her mother of the girl's death, and sold the child to Stirkit in order to remain the sole heir to the enterprise and fortune. After rescuing Noodle, with the help of friends, Wonka develops a plan to obtain the Cartel's compromising ledger.

Thanks to the special "floating candies" that the members of the "Chocolate Cartel" ate instead of giving them to the oompa-loompa, Wonka and Noodle are saved by a Big Man, and together they expose the Cartel to the authorities and the public. A cartel run unchecked by chocolate producers collapses, and the police arrest rival chocolatiers and a corrupt police chief. The crowd enjoys tasting Wonka's chocolate fountain, and Wonka himself unwraps his mother's chocolate bar and discovers a Golden Ticket with the inscription that the secret of chocolate is who you share it with. He shares a tile with his friends. Wonka helps Noodle reunite with her mother, pays off the Big Guy and buys an abandoned castle with him to start building a new factory. In the epilogue, Stirkit and Chlorker try to destroy evidence of their involvement in the sabotage of Wonka's store by drinking all the ingredients, but this turns into comic consequences for them.
