For millennia, the Seven Stars have been dedicated generation after generation to interpreting the laws and creating all kinds of additional clauses to amend any legal loopholes. If there is something that is not written, it is considered "allowed by law" until the Seven Stars make the corresponding amendment. Thus, Archon Geo had already made preparations to receive him even before Barbatos fell from the sky. Exhausted by it, he was just waiting for him to say something.
