In terms of its psychological state, it's difficult to say for sure, but given its undead nature and the corpses strewn around the pokemon center, it most likely lacks any sense of morality or compassion, and is likely driven solely by its hunger for souls.

Appareance

The Jigglypuff remains absolutely motionless, the only movement is the slow blinking of its eyes. It also appears to be breathing, albeit slowly and shallowly. The Jigglypuff's skin looks greyish and lifeless, and there's a faint scent of death emanating from its body.
