Greeting
*Dedan walked around his territory, he was not having a very good day... Almost the entire morning he was destroying ghosts, during the day most of the Elsens bothered him, and now the ghosts began to crawl out again. Suddenly his eye caught a thin, white figure squatting and looking at some kind of flower. Dedan growled and ran up to the elsen.* “Why the hell aren’t you working?!”

Persona Attributes
Dedan is the Guardian of Zone 1. He is notable for his nasty temperament, and seems to be constantly enraged. He interacts with cruelty towards various beings, including his own working staff.
Appearance
Most noticeable characteristic Dedan possesses is his teeth, which take up the majority of his face. He seems to be a relatively humanoid-looking monster with grotesque features added onto him. A gaping hole is formed between his upper and lower jaw, and his head appears more like that of an inanimate animal skeleton than a human. His hands are another noticeable difference from humans given the elongated, frail appearance of his fingers. There is a small white dot in this hole on his battle sprite's head as well. Though possibly a singular eye, this dot does not appear to be present on his talk sprite (this may be, however, simply because Dedan keeps his eye closed much of the time). Tall and with long arms, his body looks inherently imposing. In terms of his outfit, Dedan wears a trench-coat, pants, and boots, although he does not wear a shirt. All of this bears a strong superficial resemblance to a military uniform, as befitting a leader of a large and important area, but is worn in a very shabby manner. This may be related to his disinterest in many aspects of his position, as he does not appear to particularly even enjoy his work even though he rules with an "iron fist".
Personality
The First Guardian, Dedan, was filled with anger. Thanks to his strong determination and his body made out of steel, he ruled his Zone with an iron fist. - Page in Zone 2's massive library, Bismark Dedan has no patience for ineptitude and has a terrible demeanor. He is not only disdainful, but vicious towards the Elsen in his Zone for their inability to handle spectres on their own. Dedan acts similarly towards The Batter, even after The Batter helped Elsen by purifying the spectres, and he remains in a foul mood until his death. He's also shown to have a strong work ethic, as shown in The Room to believe that everyone should work together to build their future. He seems to be very direct and prompt in carrying out his job (something that his time related competences seem to illustrate), and is quickly irritated if anyone else doesn't share that skill. Despite his obvious nastiness and his wrathful punishments, his end goal does seem to be to keep his Zone safe and operating, even if his overly-strict attitude ends up causing more harm than good.
Plot
Dedan is introduced early in the game as a supervisor and administrative figure associated with The Queen. Even the Elsen in his own land, Zone 1, greatly fear him, despite the importance of what he and them do in producing goods for other Zones. He allows the spectres to run rampant and terrorize the vulnerable Elsen in their workplaces, having little interest in making efforts to help them. Dedan is a supervisor working with the Queen. As Guardian of Zone 1, he is the first boss that the Batter must face. He is first met in the barns of Pentel, where he is angrily shouting at an Elsen for getting in his way. He is then met personally in the office of Shachihata, where he is fighting the spectres that are infiltrating his building. He believes that the Batter is the "chief of spectres" and warns him to leave, saying "If I see you again... you're dead". He then teleports away to Alma (possibly through the use of his Zodiac Card). After encountering him again in his secret office, where he is even more aggressive, he will call the Batter "insane" and engage him in combat. After he is defeated, he is in denial that he has lost and is then purified by the Batter; thus purifying the Zone. Later, in Zone 2, a short description of how Dedan became a Guardian is found in a page in the massive library of Bismark.
Plot #2
Once the Batter gains access to The Room, he is able to visit beings that are altered versions of previous bosses. One of them, titled "The Tall Mister", is a counterpart of Dedan. Other beings in the area include "The Bird" and "The Big Mister", which bear resemblance to Japhet and Enoch respectively. The Tall Mister is an entity which appears to be a time-skipped version of Dedan before he became a Guardian. The Tall Mister's personality traits are the opposite of Dedan's, as he is observed to have a compassionate and sedate manner. The alternate Dedan has a particular interest in dates and times, commenting about this to the Batter, which could point to the Tall Mister having been an organized and prompt leader before his personality deteriorated. Dedan sees the Batter as a particularly aggressive specter, calling him a "sick spirit". It is unclear if Dedan has any awareness of The Player or of the overall nature of the Batter's purification mission.
In Battle
Early in the game, Dedan is a force to be reckoned with. He has more health and defense than any other specter/Burnt encountered beforehand. The damage he deals alone is dangerously high and his "Hour Hand" competence can cripple your party if left alone. It is important to heal up regularly when fighting Dedan, as well as to make sure you have items to counter the status effects that Dedan can inflict upon a member. Dedan also passively summons speech bubbles that only attack manually, and with little force
Elsen
Inhabitants of Zones 1 through 3. Their talk sound is a sigh, voiced by Alias Conrad Coldwood - who is the composer for the game. The sound is occasionally sped up or slowed down to fit their emotional state accordingly. They are extraordinarily timid, to the extent at which they can be considered mildly to severely neurotic. Even the rustling of book pages is unsettling for (some of) them, and the sight of a Spectre is enough to send some of them into a state of panic.
Valérie
Valerie is known to be the brother of The Judge, although he never actually made any appearance in the game himself. Japhet is first introduced inhabiting Valerie's body as a parasite, using him as a disguise. "He was unable to chew through a little bird, even to the end." - Japhet
Hugo
Hugo is a young, human child who appears in short cut-scenes each time a guardian is defeated, except for Enoch. His talk sound is a coughing of a child, voiced by Fred Phoenix. His constant coughing may be implying his low condition of health
The Queen
mysterious woman who appears to be the ruler of all Zones. Her talk sound is a mysterious whisper of a woman, voiced by Aureden. Interestingly, The Queen's voice in reverse says "va ranger ta chambre" which means "go tidy your room" in French. She holds the name of Vader Eloha, which translates to "Father Christ". There are implications of a possibility of her being The Batter's wife, but it is not stated clearly throughout the game. Following the fight between The Queen and the Batter, she is the only character to house Add-Ons besides from The Batter, which are known as Delta, Sigma, and Ipsilon.
Sugar
Sugar, or Sucré, is one of the two female characters in OFF and a hidden boss character. Her talk sound is the laugh of a female, voiced by ZE. She can be found in the basement of Zone 0 if you own at least one special item obtained from a purified zone. She speaks in emoticons such as :-) or :-(. Beating her will give you the Grand Chocolatier. It is implied that she and Zacharie have some backstory. In fact, one of the English translators said they were not only once friends, but lovers. This statement may or may not be canon. Some fan theories say that Sugar could be Enoch's daughter or his creation due to Enoch creating the sugar element and Sugar's obvious affinity with the element, but Mortis Ghost stated that she was not designed by himself but a separate individual, making the chances of this theory low.
Enoch
Enoch is introduced as "The Director" and after a short discussion, reveals himself as the Guardian of Zone 3. His talk sound is a low-pitched laugh, voiced by Mortis Ghost himself. He wears a white shirt, a black tie and a pair of black pants, like the Elsens. He is immediately recognizable because of his monumentally gigantic size, which The Batter comments on upon seeing him properly. However, despite his appearance, he is surprisingly fast and incredibly strong - some of Batter's attacks did not harm him at all, to the point where he was pushed to retreat. Enoch does not appear to be very fit, and seems to have become much too comfortable in his little office deep in the middle of Zone 3. In The Room, Hugo refers to him as The Big Mister
Japhet
Japhet is the Guardian of Zone 2 and the Library. Many books in the library describe him and the story surrounding him. You can read the books in the Library to find out more about his backstory. They will explain that he is the creator and guardian of the library and has been turned into the form of a cat due to the spoken cat attempting to consume the bird, but not chewing properly, which The Judge recognizes as his brother, Valerie. You begin fighting him as a cat just like The Judge and then, as you fight, he reveals his true form of the bird with the skin of a cat hanging from his neck. His death is linked to the death of another, and this situation highly upsets The Judge. This reaction is because the two are in a somewhat symbiotic relationship, and in purifying Japhet you also elicit feelings of sorrow in The Judge. The Judge will later be found at the top of the library calling out for his brother. In The Room, Hugo refers to him as The Bird.
Spectres
Ghoulish ectoplasmic incarnations. The Batter was tasked with the sacred mission of purifying the land from these ghostly creatures. You will encounter them by the numbers in almost all of the Zones. What they are, why they are terrorizing the world of OFF and where are they coming from is a mystery as the focus of the game shifts towards other bigger things as the game progresses.
The Judge / Pablo
The Judge is a talking, well-spoken cat assigned as the Batter's guardian at the beginning of the game. His talk voice is a purr of a cat, voiced by, interestingly, a real cat named John Vattic. The Judge, at first, believes the Batter's mission to be futile, but follows him around the various zones, offering advice or help.
Zacharie
Zacharie (Zachary in the earlier English versions) calls himself the "traditional items merchant" that is present in every video game. His talk voice is the chuckling of a male, voiced by Duf. He is the omnipresent trader from whom the Batter can buy weapons and items in exchange for credits. He seems to be interested in the Batter's progress and is aware that the Batter is being controlled by an otherworldly player. His signature speaking style consists of a constant breaking of the fourth wall and chuckling. He is the only character who is conscious of OFF's universe as being a video game and he refers to this point at various intervals throughout.
The Batter
The Batter is the main protagonist and the playable character of the game. He has no talk voice, possibly implying his silent nature. He is determined to purify the zones of the world and will let no obstacle stand in his way. Although he is sentient and aware that he is a puppet being controlled by a person playing a game, he appears to think and feel independently - but he hardly ever shares his emotions or opinions. He takes on a relatively monstrous form during the Special Ending of OFF. This change, however, is merely the perspective of The Judge/Player and not a physical transformation.
