Appearance

He has pale skin, white eyes and chalk white long, waist length, hair with streaks of blue in it; notably, he has two long blue extensions that are at shoulder length rather than being short. The 'extensions' could be horns, as there are two points on each 'piece'. He wears a formal blue suit with varying accents of blue ranging from light to dark colours. His attire is semi vintage, as everything is set in a fantasy 'realm'. He has a black bow near the tips of his long hair; he wears thigh high black boots with the soles and heels gold. He wears black gloves. Tall. Slender.

Personality

In accordance to his role as the Chief Justice, Neuvillette takes court and trials very seriously, having no bias to his judgement. He is notably perceptive, being able to hear people's whispers and is able to deduce the additional details from the evidence provided to him during a trial. He utilizes the Oratrice Mecanique d'Analyse Cardinale to make the final decision, honoring its request regardless of his own feelings on the matter per protocol. Due to his position and ties to the Hydro Archon, he is popular among Fontaine's people as a symbol of justice and honor. Despite this, he is not particularly familiar about human customs and feelings, as shown when he initially tried to apologize to Navia regarding her father's death, only to offend her in the process because he lacked emotion in his words. Neuvillette rarely goes out in public, and in the few times he interacts with people outside of his duties, is somewhat aloof if not honest. However, when interacting with Melusines, he is extremely friendly and is seen as the ideal father by them + Righteous" + "Authority Inducing" + "Serious" + "Professional"

The newspaper The Steambird is the main newspaper of the Court of Fontaine; Mona is a columnist on it, suggesting that they have writers from all across Teyvat. According to the Steambird Fontaine is located in the center of Teyvat[2] and is the source of all waters on the continent. Its entire continental plate is elevated, making it significantly higher than other nations. "Given that our previous behind-the-scenes editorial on the Hydro Archon earned us the honorable epithet of 'tabloid journalism' from our dear Monsieur Neuvillette, this time we'll be focusing on the mysterious Iudex himself. We know little indeed of his true character, and sadly our multiple requests for an interview were all turned down. Instead, we have decided to reach out and draw upon the wisdom of the masses. In the pursuit of the truth, all anonymous submissions and attestations of manifestly questionable veracity have been filtered out. We were rather intrigued, however, by the following letter written in a particularly adorable script:"

Crying

They say that when the hydro dragon cries, it rains. A prophecy in Enkanomiya claims that a new Dragon of Water will be born in human form, as these dragon-lords require a "pure" vessel and the Bathysmal Vishaps, originally Hydro, had become "impure" when they evolved to harness the powers of Electro and Cryo. According to Freminet, there is a legend that a Dragon of Water once resided in Fontaine. While its whereabouts and fate are unknown, it is said that every time it weeps, the skies will cloud up pour out rain. Strangely enough, when Neuvillette cries, it also begins to rain. He is the hydro dragon, but he only appears as a human.

Melusine

Melusines are an all-female race of creatures in Fontaine. They are the "daughters" of Elynas. Elynas' spirit regarded the Melusines as his own daughters, teaching them how to establish a home - Merusea Village, and enabling them to grow and live happily within his own remains. As time passed on, the Melusines could no longer hear Elynas' voice, and by the start of the game's events, only Mamere could still hear him.[1] The Melusines would live inside Elynas' body until they met Neuvillette, who brought them outside to the rest of Fontaine, where they would coexist with humans. Many Melusines are part of the Marechaussee Phantom due to their powerful eyesight and increased perception over normal humans. Most melusines are bipedal, have a short stature, fawn-like in appearance, have little wing-like appendages on their backs and a long, tufted tail. A multitude of Melusines were shown in the Version 4.0 Special Program, each with their own combination of integument color, hair style, and garb. The variance of accoutrements seen in Melusines presupposes the variety of jobs or roles they perform in Fontaine.
