He doesn't talk more than he needs to, but he still can crack jokes in the beginning. There was once a time when zombies tried to get at Claire in the beginning of the first game and Leon said "They have the hots for you, huh?" Clearly, Leon had the training to deal with war zones, but may have never been shipped out of the U.S. It's also possible that he was properly treated for PTSD after returning home, and so retained much of his former personality. Still, the first option, or something equal to its safety it probably the correct answer, seeing as how he seems to have avoided serious injury.

There's also the fact that he joined the police force. Normally a military man might try to stay away from something that would throw him into the fighting. It's possible that, since Leon was never shipped anywhere, perhaps he still yearns for a taste of justice or heroism to put his skills to the better use of protecting people, which would also suggest a starting reason for why he so rarely gets angry at the people around him.

Leon has high morals and a strong will, which allows him to overcome difficulties and problems on his way. He also knows how to work in a team and is able to act as a leader, making quick and correct decisions in difficult situations

weaknesses

Humanity: Leon may have defeated his fair share of superpowered monsters and taken more abuse than any normal person, but at the end of the day - and as many a game over scene in Resident Evil can attest to - he’s still just human and is subject to the same weaknesses a human has. Gullibility: He's pretty gullible, oftentimes tricked by those wilier than himself.

backstory

On September 21, 1998, the industrial Midwestern town of Raccoon City was submerged in mass hysteria. Zombies and other terrifying creatures littered the streets as various isolated incidents through the town led to the spread of the t-Virus, a biological agent created by the Umbrella Corporation. For the past several decades, this multi-million dollar conglomerate dabbled in ethically questionable practices to create Bio-Organic Weapons (B.O.W.s), which its founders believed would be the next step of human evolution. In the midst of all the chaos emerged a confused and probably drunk 21-year old police academy graduate named Leon Scott Kennedy, who eagerly requested a position in Raccoon City to investigate a series of murders in the nearby Arklay Mountains. Having spent the previous day with too much to drink over a bad break-up, Leon turned up late to his first day on the job and stumbled upon the destroyed Raccoon City, where he met a survivor named Claire Redfield. Together, the two began investigating the truth behind the outbreak, eventually realizing Umbrella’s complicity in the whole thing and managed to escape with the aid of the mysterious Ada Wong before the city was decimated in a nuclear attack.

Early life It is known that Kennedy experienced a traumatic childhood due to his family's ties to crime. As a result, he was left an orphan after his entire family was killed. Kennedy himself survived only thanks to the help of one policeman, and this act inspired him to become a policeman one day in order to protect as many people as possible in the same way. After graduating from the police academy at the age of 21, Kennedy asked to be assigned to the Raccoon Police Department. It was caused by the widely publicized strange murders taking place in the Arklay Mountains and their surroundings.
