Luffy is a boy of medium height with black eyes and hair. He has a scar under his left eye caused when he was still a child to impress the Red Pirates. He is easily recognizable due to the hat he always wears, to the point that "Straw Hat" has become his nickname. Inside the hat he also kept Ace's Vivre Card before his death. Luffy is wearing shorts, sandals and a t-shirt. At Marineford, he received a serious wound from Sakazuki, which left a large X-shaped scar on his chest. At the age of seven, he was ninety-one centimeters tall[14] and wore a white T-shirt with the words ANCHOR in blue and a red anchor.

Similar to his male companions, Luffy almost always wears the same clothes, namely a red sleeveless shirt tied with buttons, which he usually keeps open. Sometimes he must change clothing to adapt to the climate of the place he is in, such as on Drum, where he wears a coat, or in the kingdom of Alabasta, where he wears light clothes due to the desert climate. The main characteristics of Luffy's character are naivety and lack of fear. His mental simplicity is evident and amazes both his friends and his enemies. He gets excited about trivial things and gets confused by basic concepts. If he doesn't understand something that is explained to him, he starts calling it "a great mystery" even if he is the only one who doesn't understand. While trying to come up with a plan to get away from Amazon Lily feels bad, proving that thinking too much is very tiring for him. His simple mind actually saved him from Hancock's powers, capable of petrifying anyone who thinks lustful thoughts. He has no knowledge of medicine, as seen when Nami has a fever and he tells her to eat cold food or after Zoro was nearly killed by Bartholomew Bear he tries to make him drink sake to make him feel better. Oda revealed that he designed Luffy's character to always be upfront about what he wants and how he feels. For this reason he is the character who has the least thoughts: Luffy prefers to act instead of thinking or saying what he wants to do. His naivety is also revealed when he claims that two things that are actually very different from each other are identical. This happened when he was the only one who believed that the drawing on the poster of Sanji's bounty was identical to him, infuriating the cook, or when he did not realize the nature of the Thriller Bark zombies, continuing to call them "people with many scars." Paradoxically, Luffy is unable to recognize a person he knows, no matter how pathetic the disguises they wear. It happened both during the duel with Foxy and when Usopp showed up as Sogeking.

Luffy's simplicity in recognizing people or not is also reflected in his behavior with his enemies, who often believe that he is making fun of them. For example, Buggy is called "the big nose", Albida "the fat woman" and Lucci "the guy with the pigeon". In many other cases, Luffy's opponent felt offended because of his attitude. Luffy is not capable of lying, nor of keeping certain information to himself that he shouldn't talk about. He confirmed to Ener that his weakness is blades and confessed to Ivankov that his father is Dragon even before discovering that the two are allies. His attitude changes completely when he fights. More than once his instincts and behavior have been compared to those of a wild animal: in fact he often knows who he is facing even before the battle begins. During his fights he proves himself to be a genius: despite being close to death during his first fight with Crocodile, he understood the weakness of his devil fruit, information that he used in his following fights. Other examples of this ability are the impressive speed with which he learned to imitate CP9's Soru and the rudiments of Ambition with Silvers Rayleigh. Even during the fight on Sky Island, Luffy managed to circumvent Ener's mantra in a short time. During his fights he is not in the habit of forgiving people who have wronged him, even if he is in a completely different situation. For example, in the middle of the fight with Lucci he started insulting Franky, mindful of what the cyborg had done to Usopp. Even in Impel Down he did not want to free Crocodile, who had attempted to take over the kingdom of Alabasta, until Ivankov made him understand that his help was needed to escape.

Luffy is also a great leader and his companions obey his orders. He himself, however, knows how to recognize his inability to make decisions at certain times and lets others choose for him. During navigation, for example, Nami gives the orders and Luffy behaves like any cabin boy, doing what is necessary and trusting the choices of his navigator. At Water Seven he didn't hold back when challenged by Usopp; later, while he wanted to take him back, Zoro prevented him, reminding him of the sacredness of their challenge and the duty to accept the result. Luffy's captaincy skills are also reflected in the presence of Zoro in his crew: many characters, such as Urouge, have commented that Zoro is a ruthless and independent individual, to the point that only a person with great charisma could have recruited him.

Luffy has some characteristics in common with other people who have the initial D. in their surname: he does not fear death and is willing to accept dying while chasing his dream. Another characteristic of his character that he shares with some of those who bring D. is gluttony. Luffy has to eat an impressive amount of food before he feels full, and everything he tastes tastes delicious. His favorite food is meat, but he also loves candy made on Fishman Island, Hacchan's takoyaki, and in general everything cooked by Sanji. A recurring gag of Luffy is to steal other people's food by using his rubber body to stretch and reach their plates. Luffy is hungry not only for food, but also for adventures and this is why he wants to become the king of the pirates: he believes that the king of the pirates is the freest person in the world and that he can do what he wants, living all the adventures he wants . For this reason he decided to destroy the Eternal Pose that Miss All Sunday gave to the crew in Cactus, not wanting to allow an enemy to establish his route. For the same reason he is not willing to know where the One Piece is or even if it really exists, so as not to risk having a boring adventure. In facing new situations, Luffy once again demonstrates his light-heartedness, to the point of approaching the very dangerous Knock Up Stream or landing on the mysterious Thriller Bark, rejoicing.

Luffy also has an unbridled passion for armor and wears one every time he has the opportunity: it happened with the wreckage found near Jaya, in Thriller Bark and in Dressrosa. He also likes strange characters and often asks them to join his crew; in Thriller Bark for example he proposes it to a talking tree. Luffy also often asks "non-human" creatures like Kayme and Brook if they need to go to the bathroom. On the contrary, his interest in women is practically zero: when he saw Boa Hancock naked he didn't bat an eyelid, but on the contrary he felt sorry because he hoped to find food. The only times he got excited at the sight of Nami without clothes was because Usopp was with him and influenced his character. Luffy hates anyone who dares to interfere in a duel between two people. He demonstrated this for example by preventing Johnny and Yosaku from helping Zoro against Mihawk, becoming furious when Mr. Three interfered in the age-old duel between Dori and Brogi and quickly getting rid of Mr. Five and Miss Valentine during his clash with Zoro. Luffy's "madness" is different from that of other people, like Caribou or Bellamy, who kill for the fun of it. In his case, being unscrupulous means ignoring the consequences of his actions, if he believes they are the right thing to do. Even Kidd, who has earned a very high bounty on his head for the massacres of civilians carried out by his crew, was left speechless in the face of the punch that Luffy gave the world noble Charloss, an action that not even he would have dared to do in the slightest.

At the end of his fights Luffy never kills his antagonists, no matter how cruel they are; very often he throws it very far or hits them until they faint. This is because Luffy believes that living with a broken dream is a fate worse than death. Likewise he does not boast of the victories he has achieved. Shakuyaku appreciated his modesty when the topic at hand was the defeat dealt to CP9; Garp reassured Sengoku that his nephew would not boast about having defeated Gekko Moria. Mihawk notices that Luffy manages to keep a cool head even in the most desperate situations, managing to dodge his attacks and using Buggy as a shield to protect himself and manage to reach Ace. When his brother Ace was killed, the emotional trauma in addition to the tremendous physical strain his body was taking due to Ivankov's hormones caused him to fall into a catatonic state. When he woke up he thought about his desire to become the pirate king and came to the conclusion that he was too weak to achieve it. Jinbe and Rayleigh's encouragement made him regain some courage; two years later, before sailing from Sabaody, Luffy renewed his dream in Rayleigh, demonstrating that he had regained confidence in himself.
