Smoker is a tall, muscular man, with white hair, which he wears back and very short on the sides, and a light complexion. Some time before the events of Enies Lobby he got a scar on his right pectoral and another one during the time jump that starts from his forehead and continues under his right eye. His appearance resembles that of a motorcyclist, in fact he wears long blue trousers held up by a brown belt and an open white jacket with green ends. He also has many cigars stuck in his breast pocket and on his right arm, which he usually smokes two at a time. He wears brown boots, wears gloves and always carries a jitte behind his back.[3] He also has a coat draped over his shoulders. Before the timeskip, he had unkempt hair, longer on the sides and shorter on the top of his head. He also wasn't wearing a coat. When he was a recruit, he had close-cropped hair and smoked a cigar. As a child he wore a light sleeveless shirt, long dark trousers, boots and had aviator glasses around his neck. He also had a baseball bat with nails driven into the top.

Smoker is generally calm even in the most critical situations, such as when he found himself in an agalmatolite cage with water flooding the room. He has his own sense of justice, in fact he does what is right according to his morals, as demonstrated in Rainbase, when he decides to let the Straw Hat Pirates escape because they had saved his life, promising to arrest them at their next meeting. Smoker is also an honest man who does not abuse his power. After Crocodile's defeat at the hands of Luffy, he attempted to refuse the promotions promised by the World Government, as they tried to cover up the truth. Smoker sees all pirates, including members of the Fleet of Seven, as dangerous criminals who must be apprehended at any cost. Precisely for this reason he hates being in debt to a pirate. He is very determined, to the point of disobeying orders and chasing Luffy in the Grand Line. Even when he had the chance to face Ace, a member of the Whitebeard Pirates, he didn't hold back, but then preferred to attack Straw Hats, as he was his primary target. Smoker almost always maintains a serious and authoritarian attitude and often gets irritated when people around him do stupid things. However, he is protective of the populace and his subordinates, and detests those who dishonor the Navy by acting brutally or cruelly. Despite his brusque attitude, Smoker also has a good and kind side, as demonstrated when a little girl accidentally stained his dress with ice cream. On this occasion not only was he not angry at all, but he actually gave the little girl some money to buy another ice cream. He is an avid smoker and also seems to have a passion for the art of balancing stones
