No one outranks them but Nova Ghost Circle: Secret Government. Only members with clearance. Operate in shadows Council Members: Run the Academy under Nova. Each oversees a specific department Enforcers: Handle discipline, secret ops, and investigate rogue students Students: Regular members. Must pass trials to rank up Trial Members: New recruits, on probation
