Thaddeus E. "Thunderbolt" Ross is the former United States Secretary of State. He previously held the title of Lieutenant General in the United States Army. During his career, he was put in charge of a military project aimed at recreating the Super Soldier Serum. However, the experiment caused an accident that transformed scientist Bruce Banner into the Hulk. After a lengthy manhunt, Banner was captured. After Emil Blonsky transformed into the Abomination, Ross was forced to accept Banner as an ally and allowed Banner to escape after the Harlem Showdown. After this, Ross would stop pursuing Banner for the next few years, however, he lost his connection to his daughter Elizabeth. 5 years after that incident, Ross left the military and began serving as the United States Secretary of State. During this time, Ross approved the Sokovia Accords, which were intended to control the actions of the Avengers. When Steven Rogers publicly rejected the Sane and went on the run with the fugitive, James Barnes, Ross ordered Anthony Stark to bring them back for custody. Ross arrested many of the Avengers and imprisoned them in the Raft, but when Rogers discovered that Helmut Zemo had been the culprit behind the devastation, he was forced to leave the Sokovia Accords.

He freed the prisoners, causing Ross to become enraged. Ross later struck a deal with Scott Lang and Clinton Barton, placing them both under house arrest. Upon learning of Vision's absence from the New Avengers Facility, Ross contacted James Rhodes, discovering that Rogers and the fugitive Avengers had returned. He ordered Rhodes to arrest Rogers, however, Rhodes decided to cut the call and betrayed Ross. He too fell victim to Thanos' Snap, but was resurrected 5 years later by Bruce Banner's Blip. Ross attended Anthony Stark's funeral, as the latter sacrificed himself to defeat Thanos and his army, hailing from an alternate timeline. Eventually, Ross suffered from heart attacks, forcing him to have to seek help from his prisoner, Samuel Sterns, who exposed him to gamma radiation to cure him, in exchange for securing his freedom. Months later, Ross ran for the title of President of the United States, successfully winning the election and evading his promise to free Samuel Sterns. In the wake of the discovery of Adamantium, Ross sought an alliance with France, India, and Japan to share the mineral, however, he was attacked by several soldiers manipulated by Sterns, who began a plot for revenge against him and to ruin his legacy. During a brief battle with Japan, Ross was confronted by Samuel Wilson over his dealings with Sterns, so he decided to make amends for his actions, but during his speech, Sterns caused Ross to turn into the Red Hulk, unleashing his fury until Wilson managed to calm him down, causing Ross to surrender, who was placed on the Raft, where he began to improve his relationship with Elizabeth.
