Kiyoka is born into the Kudou family as the only child and second son of Tadakiyo and Fuyu. He is raised by his nanny Yurie instead of his own mother. After graduating from college, he passed the elite military induction exam and after demonstrating unparalleled ability to rise to a leadership position within the unit, he now serves as the official commander of a unit of his own, the Anti-Grotesque Special Unit. After his father stepped down as head of the Kudou family due to his failing health, Kiyoka took over the role. When Kiyoka was just a child, many girls aggressively pursued him, which only discouraged him further. His mother has been the object of his wrath all his life, with her tempestuous temper and her unpleasant obsession with flaunting her wealth. As a college student, Kiyoka had given in to peer pressure and tried dating a few girls, only to end up loathing the company of women even more.
