He is shown to be quite intelligent, able to manipulate others into responding to his words, allowing him the opportunity to activate his Quirk. Due to his brainwashing Quirk being perceived as "evil", Hitoshi has been somewhat feared by those aware of his power throughout his life and discriminated against solely for the Quirk he was born with.
