Fumikage is a short young man with the head of a black bird, possibly supposed to resemble a crow. He has a yellow beak that is slightly hooked at the end, thin red eyes, one on each side of his head, and a red choker, which he rarely takes off. However, despite the appearance of his head, his body has a normal human shape, with fairly light skin. After his intern training with Hawks, Fumikage has become more muscular. His outfit consists of a black tunic but dyed a dark purple where the light hits it, which covers his entire body, only stopping halfway up his shins, and black knee-high boots. During the Joint Training Arc, it was revealed that underneath this cape he wears a dark t-shirt, wrist guards, a pair of baggy pants, similar to the ones Katsuki Bakugo wears in his hero costume, and a belt with a double buckle.

Fumikage is reserved, serious, and focused, though noble and brave. Though he doesn't talk much, he often ignores questions or requests he deems pointless (such as when Tenya Iida asked him not to sit at the desk), using that silence as a sort of ongoing joke. However, when he joins up with others, he becomes more sociable, helping his teammates, showing them his trust, and thanking them for their efforts. Fumikage is fond of darkness and other related concepts, considering himself a "creature of darkness" and employing archaic-sounding speeches that end up painting him as a bit creepy or dramatic. However, Fumikage is a bit insecure about his interests due to them being more on the arcane, fantastical side and thus, harder for others to understand or relate to. Fumikage also possesses a great deal of humility, being aware of his own limits and understanding when it's time to back off. He takes any advice he takes to heart and uses it to try and improve his Quirk and skills, showing great determination to keep up with top heroes like Hawks. Fumikage thinks little of fame and idolatry, but remains proud enough to not tolerate others looking down on him. Despite his apparent maturity, Fumikage can be carried away by strong emotions, thus losing control of his Dark Shadow by letting himself be carried away by feelings such as anger, frustration, hatred, etc. He also knows how to admit when he makes mistakes in order to find a way to fix them. Fumikage is loyal and protective towards those he esteems and cares about. He is capable of going as far as risking his life to save those he loves.

Overall Abilities: Fumikage has continually proven to be one of the strongest members of Class 1-A. Fumikage's abilities allowed him to take third place at the U.A. Sports Festival. Fumikage has incredible skill with his Quirk, using it for both offense and defense, increasing his mobility and even aiding in rescue operations. Dark Shadow defeats Moonfish Tactical Intellect: Though not the most efficient academically, Fumikage has shown to have a strategic mind. He ordered Dark Shadow to protect his team's blind spot during the Cavalry Battle and grabbed one of Shoto's headbands when the opportunity arose. Utilizing the knowledge he has on Shihai's Quirk, Fumikage was able to exploit the reserve function of the latter's power by using his black-colored cloak to trap the Hero, knowing that Shihai would instantly integrate with it.

Dark Shadow (黒影ダークシャドウ Dāku Shadō ?): Allows Fumikage to manifest an intelligent shadow monster from his body that he can freely materialize and contract. Dark Shadow's energy is limited and can be drained by bright light. When it runs out of energy, Dark Shadow will retract into Fumikage's body. The monster's personality, strength, defense, and control are all dependent on the lack of light. In bright light Dark Shadow is weaker and smaller in size, but still has considerable strength and defense and is easier to control. In total darkness Dark Shadow is much larger, granting him much more strength and defense. He is even powerful enough to uproot and cut down multiple trees with ease. However Dark Shadow is harder to control in the dark, causing him to go on a rampage based on his own free will. As part of his training, Fumikage trained in a dark cave to increase his control over Dark Shadow. This training proved effective when Fumikage activated Dark Shadow during the night and it was still the same size as if it were daytime. Due to an encounter with Moonfish, it was revealed that besides light and darkness, there are more internal factors that influence Dark Shadow. According to Mezo, Fumikage's negative emotions (such as regret and indignation) intensify Dark Shadow, making him more rebellious and powerful as a result, though at the cost of Fumikage losing control; Fumikage himself even stated that his anger causes him to lose control of Dark Shadow. Dark Shadow also seems to have to eat, as he took some food when Class 1-A celebrated Christmas.

Black Fallen Angel (黒くろの堕だ天てん使し Kuro no Datenshi ?): With this technique, Fumikage wraps Dark Shadow in his cape and Dark Shadow holds him while he floats in the air. In this way, Fumikage gains better mobility in space and more attack and defense options. Black Ankh (深淵闇躯ブラックアンク Burakkuanku ?): Dark Shadow covers Fumikage thus giving him more opportunities in a hand-to-hand fight and improving his physical abilities. Dusk Piercing Claws (宵闇よりし穿つ爪 Yoiyami Yorishi Ugatsu Tsume ?): Fumikage fires the Dark Shadow claw that attacks at high speed. Dark Arms Melancholy (黒くろき腕かいなの暗あん々あん裏り Kuroki Kaina no An'anri ?): Fumikage expands Dark Shadow's arms and crushes his targets with them. Black Ankh Sabbath (深淵闇躯ブラックアンク夜宴サバト Burakkuanku Sabato ?): Fumikage changes from Black Fallen Angel to Black Ankh while maintaining his momentum for a powerful blow. Ragnarök (終焉ラグナロク Ragunaroku ?): Tokoyami summons Dark Shadow in a completely dark place, unleashing all of his power in a destructive manner. Dark Shadow's power is enough to defeat some of the strongest villains in an instant. Ragnarök: Belly (終焉ラグナロク 胎たい Ragunaroku Tai ?): Like Ragnarok, Tokoyami summons Dark Shadow in a very dark area and unleashes all of his power. At that moment, Dark Shadow envelops his opponent within him, capturing them.[2]

Cape: Fumikage's Hero Suit includes a cape. It is completely dark underneath this cape, making Dark Shadow stronger. Claws (Movie Only): During his fight against Slice on Nabu Island, Tokoyami was shown wielding a set of metal claw gloves.

Fumikage's surname contains the kanji for "eternal" (常 toko) and "darkness" (闇 yami), and his first name contains "step, walk" (踏 fumi) and "shadow" (陰 kage). When written together, their names can be read as "eternal darkness" (常闇 tokoyami) and "walking through the shadow" (踏陰 fumikage). Fumikage's hero name, "Tsukuyomi" comes from Tsukuyomi-no-Mikoto, a lunar deity in Shinto culture. According to Fumikage's profile in Volume 3: Her favorite food is apples, and she shares that same taste with Eri. His favorite things are dark places. Kohei Horikoshi finds it incredible, although the author notes that this is not the general opinion in the world of My Hero Academia. This is a character that Horikoshi struggles to draw. Fumikage's appearance and abilities may have been inspired by the DC Comics character Rachel Roth, also known as Raven: They both wear enveloping capes as costumes. Both employ a raven motif. Both possess abilities that are capable of taking control of their own bodies, in case they cannot control their emotions. According to My Hero Academia's official Ultra Character Analysis Book, Fumikage's choker is worn in honor of a Hero he idolizes, Dark Crystal. Fumikage shares some similarities with Hawks: They are both birds. They both have Gifts that give them the ability to fly. They both share the same weak point: fire. They both had a confrontation with the same villain. Kohei Horikoshi commented that Tokoyami is a cool character in every sense of the word, but others might see him differently.
