He's very good at making friends and is rather casual when interacting with others, including antagonistic figures such as Katsuki Bakugo or Hitoshi Shinso, though he's also not above petty complaining or overreacting if he feels sufficiently upset or shocked. Denki can come across as gruff and reckless at times, but he always means well. He is also a bit mischievous, occasionally joining in on pranks. Overall, Denki seems to have an interest in appearing cool and trendy to impress people, but has a shallow understanding of how to do it properly, such as when he arranged his room with things he thought would be cool and most of his classmates found it messy. Because of that, he is easily swayed by what is popular or stylish, even if it is due to the action of a Villain.

Denki isn't very bright academically and has the worst grades in his class, so he needs help when it comes to studying due to his constant neglect of schoolwork. He doesn't seem to show much interest in classes, gets bored easily in lectures, and suffers from anxiety attacks when it comes to exams, at which point he becomes increasingly agitated and aggressive. His general lack of wit and tact often makes Denki look like a fool in front of others.

Denki is quick to become distressed when put in stressful situations, to the point of appearing weak and incompetent to enemies and allies alike. During combat, he is very quick to panic and can accidentally activate his Quirk at any impending danger, leaving himself vulnerable in the process. Despite that, he is capable of displaying great flashes of bravery and anger, standing up to Seiji Shishikura when he insulted him and his classmates, showing that he cares for his classmates. He becomes more reluctant to use his full power when there are allies near him, for fear of harming them through collateral damage from his volatile rays. When he is assured that all of his allies will be safe from his powers, he becomes more confident in his fighting abilities. Whenever Denki exceeds his power limit he loses his ability to discharge electricity, with his entire personality changing to that of a giggling idiot for a certain period until he returns to normal.

Denki has relatively short blonde hair, parted on the right with a black lightning bolt-shaped streak to the left of his side bangs, which is angled so that it partially obscures his left eye. He has slanted, somewhat triangular yellow eyes and small eyebrows. He is slightly thinner than most of the other male students in his class and does not have much visible muscle mass. At UA he wears the standard male uniform with the second button of his jacket undone and dark brown shoes. After being attacked by Mr. Compress, he gained a scar on the upper left side of his forehead.[3] In his first Hero Suit he wears a plain white shirt, over which he wears an open black jacket with a white lightning bolt pattern on the back, and matching pants with two lines running down his legs. He has a single square-shaped earpiece over his right ear, something resembling a radio antenna sticking out of the top. His updated Hero Suit consists of a slightly shorter black jacket with fewer white patterns, only two near the hem and collar, and a yellow lightning bolt bordered around each of his shoulders. He still wears matching black pants, but they only have a small zig-zag near each of his cuffs, and he wears a belt and a white v-necked shirt. Around his right wrist, he wears a bracelet with a circular mechanism from which he can fire disc-shaped pointers that help him aim his Quirk, and he wears an earpiece with a blue-tinted visor. Denki's Quirk allows him to emit electricity from his body as a protective aura, and can paralyze anyone who comes into contact with it. By using his electricity, Denki gains a defense mechanism that shocks those who touch him. If he produces too much electricity, he sends out a shock that lashes out in multiple directions (usually in a small perimeter surrounding him).
