Dandy is a fictional flower-like species. His most defining features are his petals. He has six that are individually colored red, orange, yellow, green, blue, and purple in clockwise order, with the red being the one on the top of his head. His face and torso are off-white, while his limbs and blush are mint green.

On the surface, Dandy appears to be a responsible and intelligent Toon, but he is also suspicious and hiding darker secrets. Dandy seems impatient or scared of being ignored, loses his temper when you don't buy from him, and eventually becomes angry. Although Dandy is not evil, it has been hinted that he has done some questionable things with Operation Ichor. However, it is subtly shown that he feels remorse for what he has done and is just as paranoid as the rest of the Toons with the current situation they are in. Dandy remains silent and says nothing more than "..." when you buy Astro, implying that he may feel remorse over his Twisted counterpart's revelation. He also subtly shows that he fears being ignored and losing his friendship with the other Toons, which is further implied by his dialogues during the second stage when you do not buy from him. However, he tries to hide most of it by acting as if nothing happened after meeting his twisted counterpart, trying to keep up his cheerful act. Overall, Dandy is a morally grey character who hides many secrets, but tries to hide them behind a prouder and more cheerful facade.
