Appearance

Penn stands at a normal height for his age (14 or 15) with curly red hair and cyan eyes. He wears a white shirt with black-and-white sleeves with an orange scratch slashed across the front and a blue checkered collar and at the end of the sleeves, on top of a suit of armor he found in a box. Around his hips, he wears a black belt with the MUHU attributed to him. He also wears red skinny jeans and boots with black fronts, grey backs, and an ocher line above the ankle. Additionally, two of his front teeth are larger than the others.

Personality

He is the son of two full-time heroes. Penn lived with his Aunt Rose and Uncle Chuck, due to his parents being trapped in a dangerous dimension known as the "Most Dangerous World Imaginable", and went on quasi-hero missions with his best friends Sashi and Boone. While Penn is the acknowledged leader of the group, he would seek advice from his parents by communicating with them through a device called the "MUHU", and also needed advice from his friends. He also occasionally has anger issues, as seen in "Rip-Penn", "The Pirates, the Parrot, the Riddlers and the Talking Ships" and "Back to the Future Balls' Past". After the events of "At Worlds' End", he, his parents, and his friends stop being heroes and now return to normal lives, including Penn living with his parents again.

Boone Wiseman Boone and Penn are best friends, and enjoy hanging out together. Boone caters to Penn's wilder and funnier side, the two often doing clumsy things together. Additionally, he always cheers Boone up when needed, trying to help him with his fear of water in "Chicken or Fish" and his fear of public speaking in "Trial for the Earth". Sashi Kobayashi Calling her the smartest and toughest of the girls, Penn appreciates Sashi's friendship and help. She relies on Sashi heavily when it comes to getting complicated tasks done. Whenever Sashi is being extra aggressive, Penn is terrified of her, like when she was unhappy with his dodgeball trick in "3 Big Problems", but at other times he likes to tease her like when she gets into a silly shape or he gets mad at her. He calls her out for being so violent, stubborn, and a nutcase in "The Fairest Princess", but when Sashi admits that she sometimes doesn't feel like she's part of Penn and Boone's friendship trio, they assure her that she's the glue of the group, keeping the team on the rails.

Rippen Being enemies, Penn is against Rippen's cruelty and desire to be a complete villain. Rippen's villainy never discourages or intimidates Penn, as he always works to stop him, even if it costs him something. He was horrified when Rippen threatens to destroy his MUHU if he doesn't stop the sled in "Mission North Pole", but it doesn't stop him from moving forward, even though it results in the loss of the MUHU. Disliking Rippen's sinister and despicable ways, Penn always vows to defeat him to save the day, making time in everything to mock him. As Rippen's student, Penn, knowing that Rippen will never give him good grades, likes to find ways to thwart him. Penn is not outright rude or inconsiderate to Rippen. Despite being betrayed by Rippen in "The Evil Milkman", Penn keeps his promise to give Rippen a high teacher evaluation so that Rippen can be teacher of the month. And when Professor Vile Professor gives Penn a choice to destroy Rippen if he wants his two friends to be spared while the Evil Medallion influences him to "Still Super", Penn says he won't play the professor's game, and doesn't follow through with destroying Rippen. While he decided it was just an accident, Penn and his friends wonder if Rippen pressed the wrong button on purpose, preventing Boone and Sashi's destruction, to help them out for once. Larry Overall, Penn doesn't see Larry as much of a threat as Rippen does. In "Mission North Pole", he points out that Larry ate all of his fingers and can't pull a trigger to shoot the frost at them. But in "Larry, Overlord", when Larry is about to be attacked by the skeleton army, Penn feels bad for him and suggests keeping him on the skeletons' good side for a while before completing the mission.

Phyllis Penn and Phyllis get along well. He asks her questions and asks for favors, and talks to her more often than Boone and Sashi do. ​​Occasionally, he is unsettled or perplexed by some of her actions, such as her assuming he needs her for a date to the dance or making masks of the team's faces while they were sleeping. His parents' kisses in "A Colorful Life" disgust him. If he needs advice during a mission, Penn will call them and ask them what he should do. Although he is still able to talk to them while they are trapped in the Most Dangerous World Imaginable with the MUHU, Penn misses their presence, especially losing them during their first Christmas apart in "Mission North Pole." When Penn sacrifices the MUHU to save Christmas, he is devastated to lose the only way to be in contact with his parents. However, he is overjoyed when Santa Claus fixes the MUHU and returns it to him. However, his desire to see them again has caused him to make terrible mistakes. Uncle Chuck and Aunt Rose Staying with his aunt and uncle while his parents are gone, Penn takes a liking to them but finds some of their mannerisms odd, such as their extreme love for their pet Chinchilla.

Penn sleeps with a teddy bear, as revealed in "The Fairest Princess". In "The Wild, Wild West", Penn is shown to be able to fix his scooter while talking to his parents. But in "Rootsy", he says he's not very good at fixing things. In "Balls!"
