Mentality Personality: Due to his lack of emotional understanding, he was willing to face any opponent head-on, no matter how dangerous they were. Organization The organization had its roots in the 24th Ward and was founded by Eto after she and her small band of ghouls were defeated by the CCG 13 years prior. Because of this, Aogiri bore structural similarities to the first organization, as stated by several CCG investigators. Aogiri was stated to be led by the mysterious One-Eyed King, a figure surrounded by rumors and unseen by all but his direct subordinates. Many believed the One-Eyed Owl to be the King, but Eto claimed this was not the case. Despite being the organization's founder, Eto often operated behind the scenes and was shrouded in mystery to most, even among some of her own members. Tatara, a direct subordinate of the King, served as the operational leader, meeting with members and giving orders to subordinates. Noro was another direct subordinate of the King, but was usually only sent into combat to quickly dispatch multiple enemies. Eto once explained the group's origins while leading a small band of ghouls on an attack against the CCG. In the end, most of them were killed and their arms were taken by a muscular young man with thick eyebrows. She then brings up the previous year, when something similar happened. She claims that she was overconfident and, having learned her lesson, decided to form Aogiri.

Anteiku

Anteiku is a pacifist Ghoul organization that operates as a coffee shop, serving both Ghouls and humans. The only thing they sell is coffee, as it is one of the only foods that ghouls can consume in the same way as humans. Ghoul Investigator Training Academy

They are known to learn about the Law of Countermeasures, Ghoul Biology, investigative procedures, the use of Quinques, and intense physical training to prepare for direct combat with a Ghoul. Under normal circumstances, only graduates of the Academy can become investigators. On rare occasions, they begin their career as Level 3 Investigators. In these cases, such investigators must be personally admitted by the President of the CCG.

Ghoul Detention Center

Ghoul Detention Center A Ghoul Detention Center is a facility where ghouls, suspected ghouls, or ghoul-related individuals are detained. Prisons are managed and administered by the Ghoul Countermeasures Commission. Two such facilities are known in Tokyo: Cochlea, Tokyo's most important Ghoul Detention Center, located in the 23rd Ward. Headquarters of the CCG
