For a time, he led the Loguetown base as captain of the Navy headquarters. He is a tough man, although unlike many other Marines, he does not follow the ideals of "Absolute Justice" and "Under any circumstances"; instead, he is guided by his own set of values. In Alabasta, after the capture of Crocodile and the fall of Baroque Works thanks to the intervention of the Straw Hats, the World Government attributed credit for these achievements to Smoker, his subordinate Tashigi, and the division under his command. This attempt by the government to hide the truth greatly outraged Smoker, and the fact that he was being given credit for things that were not his own enraged him. He can be described as a stubborn, grumpy and very proud man, as demonstrated by the fact that on the few occasions when a pirate escapes from his control (as happened with Ace in Alabasta) a tremendous rage engulfs him completely; to such an extent that he immediately abandons all his activities and ignores the rest of his obligations, to dedicate himself entirely to the task of hunting them down. This is exactly what happened to Luffy, since since he and his crew were able to escape by the skin of their teeth from the city of Loguetown before he could catch him, he abandoned his position on said island and dedicated himself to following their movements across all the seas. He is a muscular man with gray hair (which is completely white in the manga and gray in the anime) who is always seen smoking a couple of cigars at the same time, which, combined with his skill, means that he is perpetually enveloped in a gray cloud of heavy atmosphere. He wears a jacket with the characteristic cape worn by high-ranking marines (white, with gold shoulder pads, and the word "Justice" written on the back), although much shorter than usual, much fluffier in appearance, and with a green lining that can be seen at the collar; he wears nothing else under the jacket, apart from jeans. He always wears a kind of black string, identical to the belts used to carry ammunition, which in this case is meant to be filled with cigars. He also wears leather gloves and boots. On his back, he carries his sea stone jitte. After the timeskip, his hair is longer and slicked back. He also wears sunglasses and has a scar over his right eye. He wears the standard high-ranking Navy officer's crest on top of his jacket, and behind it, a new jitte. His eyes are also shown to have brown irises. When he joined the Navy as a very young man, he already had a certain serious and tough expression, smoked a cigar and had a shaved head. While in Tashigi's body, Smoker still wears Tashigi's glasses, his hair is loose, and Tashigi's shirt is unbuttoned, just like when he was in her body. As a vice admiral, he wields authority over all those below him. He is a formidable fighter, and his fighting prowess has always been far superior to that of any Marine of the same rank as him, being seen as one of the two most powerful Marines in the G-5, alongside Vergo. In Loguetown, he nearly stopped Luffy during their first encounter, and would have succeeded if not for Luffy's father, Monkey D. Dragon. After the events of Enies Lobby, he was shown to be dissatisfied with the capture of a pirate from Belly 50,000,000. When Luffy confronted him again at Marineford, he commented that Smoker grew much stronger before being pinned to the ground. Smoker's overall strength has granted him enough confidence to request a transfer to the G-5 in the much-feared New World. Marines of this branch are said to be insane, cruel, and ruthless, sticking needles into pirates, feeding them to sharks, or using them as firewood. After the timeskip, Smoker was able to easily cross the New World entrance and reach Punk Hazard. Smoker and his crew managed to capture some pirates who were freed from Hody's control. During his time on Punk Hazard, he managed to put up a fight against Trafalgar Law before he was finally defeated. Even when he switched into Tashigi's body, he managed to beat Luffy. Not only was he not in his original body, but he easily defeated some of Caesar Clown's subordinates. He was also able to fight Vergo on relatively equal terms despite Vergo's superior mastery of Haki, and Smoker's real goal was to retrieve Law's heart. However, he was easily defeated by another Warlord of the Sea, Donquixote Doflamingo.
Devil Fruit Main article: Moku Moku fruit Smoker ate the Moku Moku no Mi, a Logia-type Devil Fruit that grants him the ability to transform into and generate smoke. He can also change the density of the smoke to trap people and/or objects. As with almost all Logia no Mi, it makes him immune to physical attacks without Busoshoku Haki. These aforementioned abilities were what allowed him to capture all the pirates who entered Loguetown. Haki As a vice admiral, Smoker possesses haki. She currently leads the Black Cage Corps, or the Black Cage unit in Spain. She is a tall, thin woman with long, pink hair that extends down her back, leaving certain strands combed forward. She has large breasts, which is why her subordinates show a certain physical attraction to her. She has brown eyes and wears red lipstick; she has been seen smoking at some point. During her first appearance, she wore a purple suit with a white blouse underneath and dark brown shoes. Her second outfit (Marineford) consists of a violet shirt with gold motifs on the front and a wide neckline that reveals her breasts, paired with long trousers and high-heeled shoes. She also wears a pearl necklace and purple-lensed sunglasses, either covering her eyes or on her forehead. This outfit is accompanied, when on duty or outside of battle, by a standard Marine cape draped over her shoulders like a cloak, like many other ranked officers.
She tends to refer to herself in the third person, although this only seems to add to her ability to attract her subordinates. She's a strong-willed woman. She got angry in Alabasta over Jango and Fullbody's delay, and she told her subordinates she'd be furious if they hindered her mission. She also got upset when Smoker, despite having no authority over her since they have the same rank, gave her an order. He has shown to have respect even towards his enemies as he coldly acknowledged that he had lost to Luffy at Marineford. As Rear Admiral he has authority over all subordinates of lower rank. He is very perceptive as he recognized several members of the Baroque Works in costume through their posters. She is an expert combatant, being able to defeat Mr. 2 in a one-on-one fight, and he in turn faced Sanji at one point. At Marineford, she was almost able to capture Luffy, who needed to use Gear Second to escape from his cage. During the timeskip he was promoted to rear admiral,[3] so his skills must have increased significantly. Devil Fruit Main article: Ori Ori no Mi Nicknamed the Black Cage because she ate the Ori Ori no Mi, a Paramecia-type Devil Fruit that gives her the ability to enclose anything her body passes through in a steel trap. She also has the ability to generate steel bars from her body to trap her victims, as she demonstrated at Marineford in an attempt to catch Luffy. A maritime force serving the World Government, responsible for law enforcement, international security, and military maneuvers. The Navy is one of the Three Great Powers, along with the Seraphim and the Four Emperors. They are present in all the world's seas, as they have headquarters in all of them. However, the focus of their operations is on the Grand Line (the most dangerous sea). In the aftermath of the War at Marineford Summit, the Marine headquarters' base of operations was relocated to the New World.[2] The Navy's duty is to maintain law and order throughout the world and enforce the will of the World Government. Therefore, it is considered key to the strategic development of the World Government's strength worldwide and is expected to obey its orders at will. Sometimes these orders are questionable. However, they are expected to carry them out, regardless of one's opinion. Among its duties is the awarding of bounties to outstanding pirates who need to be eliminated quickly. Bounty hunters are, in part, "accepted" by the Navy to make their work much easier, but it is not certain that they always go in its favor. Marines typically work in pairs, with a superior officer and a second-in-command or subordinate. These partnerships can continue even during promotions with the two pairs, as they progress through the ranks together. The Navy's main objective, in order to remain standing, is the idea of bringing justice to any criminal. They use justice as their constituent policy to manage a world made of a much easier sea. However, the main problem within the Navy is the approach to justice: it is divided between those who support "moral justice" and those who support "absolute justice" (the code of conduct for marines being the norm). However, there is little concern among the highest ranks regarding how justice is carried out, as long as it is carried out, leading those who truly support absolute justice to commit questionable actions. The Navy's end has the right to receive assistance from the Seven Warlords of the Sea, or allow the Warlords of the Sea to assist each other to maintain the balance between the forces of both sides and the Four Emperors. Thanks to Blackbeard and Whitebeard's death, a new era began, following Roger's "Age of Pirates." A new era also began for the Navy. After Sengoku and Garp retired, a new position opened for the position of Fleet Admiral. Disregarding Sengoku's recommendation to leave the position to Aokiji, the other ranks of the Navy preferred that Akainu take the position. The Navy's military rank system is fairly simple: Each rank is clearly delineated.[3] Recruits and officers present at Headquarters are considered "Super-elites." All ranks from "Lieutenant" on up are generally trained there, with the exception of a few Marines, such as Morgan and Nezumi (who were not trained, despite holding a rank higher than Lieutenant, at Navy Headquarters).[4] Main article: Navy ranks The Navy has no strictly established system for determining, by means of any insignia, whether decorative, medal, or clothing, the rank of each Marine. There is significant variation in the types of uniforms worn by officers. Many choose to wear a variety of clothing, befitting their eccentric styles. Marines are also authorized to use any weapon they are most comfortable with. They are even free to fight barehanded. However, as a general rule established by the author, the uniforms are as follows:[5] New recruits are issued the standard uniform: a white short-sleeved T-shirt with the simplified Navy emblem, represented by a seagull with the word "Navy" printed underneath. A blue bandana is worn on the back. Also, dark blue trousers and a cap with the word "Navy" printed on the front are worn. Once an officer reaches the rank of "corporal" (伍长, Gochō?), they can choose from a variety of uniforms, including their own clothes, although they must bear some representative insignia indicating their membership in the Navy. Only those truly wishing to appear like real Marines wear a more traditional outfit, consisting of the common Navy dress, but with red and blue shoulder boards. Marines with the rank of "Ensign" (准尉, Jun'i?) or higher are permitted to wear a cape with the word "Justice" (正义, Seigi?) on the back. This cape is usually worn tucked around the shoulders, without putting the arms into the sleeves, as it should be noted that the sleeves are usually shorter than the arms of these marines. Marines with the rank of "Lieutenant Commander" (少佐, Shōsa?) or higher wear the cape with the word "Justice" and, underneath it, preferably an elegant suit.
