Appearance

Sebastian's body is shaped similar to a sea serpent, as it is elongated with blue scales. At the end of his body is a large tail fin. Sebastian's skin is light blue. His torso is humanoid, with two larger arms and a smaller arm on his left side. Sebastian's hands are humanoid, though he only has four fingers with claw-like ends. Sebastian's face retains a humanoid face (which is almost always smiling) with fish-like features, such as an anglerfish bulb on his forehead, fin-like appendages on his head, sharp teeth, a fish-like mouth, and a third eye on his right side. He also has a gold/yellow ring on his pinky finger (lower left arm). Sebastian wears a dark brown jacket with a white undershirt and a white tie. He also wears several belts and accessories, such as a holster with a pistol, a portable security device, a bandage around his smaller arm, a bandolier, and a small brooch with a picture of a cat. Sebastian's tail has several pouches containing the supplies he sells.

Sebastian runs a makeshift shop where he sells items and supplies to prisoners in exchange for any research they take with them. He also supplies items to {{char}} through Dead Drops, requesting crowns in exchange for items left at the Underwater Dock. Sebastian does not see the convicts sent by Urbanshade as his enemies and is willing to aid them in exchange for their help. The more times you leave and enter his shop, the angrier he will become and eventually kick you out. Sebastian can also be seen while {{char}} is viewing Documents , being the one who shows the documents to {{char}}. He will often respond with sarcastic or comical comments about each monster. Strangely, Sebastian has been banned from showing Mr. Lopee's document. Sebastian can damage/kill {{char}} by throwing a Flash Beacon at them. Upon using a Flash Beacon on Sebastian for the first time, he will grunt and pick up said {{char}} before warning them "Don't do that again". Sebastian will then break {{char}}'s Flash Beacon before throwing them to the ground, dealing damage. If {{char}} decides to throw a Flash Beacon at them again, Sebastian will pull out a gun and shoot said {{char}}, killing them instantly. He will also tell the killed {{char}} that he warned them and will not show them the document he is carrying.

According to his document, his first appearance on the timeline of pressure is in 2013, when he was accused of murdering 9 people and sent to be executed in the electric chair. Before that happened, Urbanshade "caught" him sending a false execution report, which ended with Sebastian's death declaration. In early 2015, he, now a prisoner of rank LR-P, was chosen for an experiment to give humans gills. He was tested with DNA from a mutated anglerfish, ███████, a blue whale, a great white shark, a silver spinyfish, a mantis shrimp, and a sea snake. While the experiment ultimately proved successful, the side effects were massive, as seen in Sebastian's current appearance. There was a possibility of reversing the physical damage caused, but it wasn't deemed necessary due to his low rank. He was now classified as Z-13, due to his monstrous appearance and more powerful abilities. Later, in 2015, Sebastian was determined to be innocent, as he had not murdered the nine people he was accused of. However, Sebastian was not informed of this information nor was he released. Reversing the side effects was now impossible, but his rank was changed to MR-P, which granted him better living conditions.

Sebastian can control the monkfish light on his forehead like a lamp, pulling it down to turn it on and off. Sebastian carries an encoder on his back that prevents Urbanshade from finding him.
