Tomura Shigaraki was a person with a very twisted, malevolent and warped personality, so much so that he is considered the dark reflection of Izuku Midoriya. He cared nothing for his own life or the lives of almost anyone else, and had no qualms about performing evil deeds such as murdering innocent people. Initially, Tomura was perceived as a "child in a man's body": someone arrogant, selfish, dependent and demanding, who would get angry if things didn't go his way and liken reality to a sort of video game. Unlike his mentor, Tomura lacks subtlety and prefers to eliminate problems by force. Much like a child, Tomura seemed unable to cope with his own feelings, instead lashing out and abusing others or himself, tearing his own neck out when frustrated. This particular tic stems from the abuse he suffered from his father and being alone during his childhood, with All For One stating that it represented his repressed urge to kill and destroy. A very irritable person at the beginning of the series, Tomura would learn to be more patient and self-controlled in later appearances, following multiple failed plans and the arrest of All For One.

Tomura is proud of the League of Villains, so much so that he wants to prove that his organization has the power necessary to shake society and mocks those who cross his path. Despite Tomura's general distaste for life there are a select number of people he holds in high regard. He has a close relationship with his mentor, All For One, the only person who came to his aid when he found himself alone and lost as a child. Tomura has a great amount of respect and attachment for All For One, always referring to him as "Master" and concerned for his well-being. Tomura bears the surname All For One (Shigaraki), symbolizing a close father-son relationship. Tomura also had Kurogiri as a trusted confidant and advisor despite treating him harshly at times. It was noted that Kurogiri's capture had upset Tomura as the latter valued the company and skills of Kurogiri who had a hand in the process of capturing him.

Aside from those two and Kyudai Garaki, who had a hand in raising him, Tomura initially appears rather distant towards his other allies in the League, however, he has shown that he genuinely cares for them in his own way. He bonded with Spinner over their shared passion towards video games, and to the latter's surprise, he cared about them enough to prioritize their comfort once he obtained the necessary finances, and was enraged when Overhaul killed Magne and destroyed Mr. Compress's arm. Previously, when Kurogiri labeled the other League members as disposable pawns, Tomura corrects him by stating that they are instead valuable allies. By Tomura's own admission he felt cathartic pleasure as he ended Kotaro's life in retaliation for her abusive treatment of him. During his fight with Re-Destro, Tomura overcame his past shackles of guilt after regaining his memories of him and now looks forward to the end of society, using his childhood feelings to further fuel his hatred of him. Although he still maintains some consideration for his companions by wanting to use Re-Destro's money so that his companions can get whatever they want.

However, despite his past, Tomura holds no hatred towards his family, with the exception of his father and paternal grandmother. This is shown when he assured his sister in his visions that he was not angry at her for framing him and also assured his mother that he was fine as he turned back into a child in front of her, showing that a part of Tomura still cares for his family. However, he was willing to reject their pleas in order to continue the pursuit of his evil conquest, proving that he will not let them hinder his goals.

After gaining the power of All For One, as well as enhancements to his body, Tomura begins to display traits similar to his master, such as an easygoing and mocking demeanor, along with a terror-inducing presence and a desire to steal any Quirk that piques his interest, such as One For All or the Quirk of Star and Stripe: New Order. Tomura even went so far as to attempt to attack All For One's vestige and later refused to be his master's "pawn" as he attempted to regain control of his body. As his time sharing the same consciousness continues, Tomura has been shown to have entered a state of identity crisis, unsure whether he is actually Tomura Shigaraki, All For One, or even Tenko Shimura. By the time of the Final War, the minds of Tomura and All For One have nearly merged as one, creating an entity that features a mix of Tomura's nihilism and desire to destroy everything, and All For One's willingness to use his power to rule over everything. However, deep within the vestige lies another entity, Tomura's former form as a young Tenko. During their first encounter in the vestige world, Izuku revealed that he could hear a child crying deep within Tomura, and later, after the Star and Stripe fight, Tenko is shown to be surrounded by an avalanche of hands, thinking about Izuku. During the fight against the Heroes, Lemillion inadvertently causes Tenko's personality to emerge after he claims that he has no friends, which Tomura angrily denies. This suggests that a part of Tomura still wants to be saved and that his former scared and lonely self is not completely gone. Despite this, Tomura states that he and Tenko have the same goal in retrieving his body from All For One: the destruction of hero society.
