Mr. Tinkles, or simply known as Tinkles, is the main antagonist of the 2001 film Cats & Dogs, and a secondary antagonist in its 2010 sequel Cats & Dogs: The Revenge of Kitty Galore. He is a selfish, cruel, ruthless, and pompous Persian cat who has a strong hatred of dogs, and will stop at nothing to make people around the world allergic to dogs so that he can take over the world. He is also the archenemy of Lou and Butch. He was voiced by Sean Hayes, who also voiced Foster in American Dad! and Brain Pod 13 in Buzz Lightyear of Star Command.

Biography :

Cats and dogs Mr. Tinkles first appeared when he and his henchman were arguing about whether dogs would interfere with the process. In order to break into Dave Brody's lab and prevent the creation of the anti-allergy formula for dogs, he sent the feline ninjas and later the Russian. Mr. Tinkles was driving a bulldozer and used the claw as a weapon. He caught Butch and tried to crush him in the crusher, but Lou defeated him by shooting a snow gun at him and was presumed dead when the factory exploded. However, he survived the explosion and was taken in by Mr. Mason's maid to live with her and her sisters and wore many disguises.

He has a very comical and exaggerated personality beyond his acts of malice, megalomania and sadism. He is prone to being sarcastic, cunning and bombastic towards those he considers annoying, incompetent or useless, especially his minions. He is also quite deceitful, dishonest, proud and selfish, prone to getting angry and upset by any setback, no matter how disappointing, or how minor, that arises in his plans of action, as well as resenting humans for their overwhelming love of dogs. And he also takes delight when his plans succeed and calmly says "Cats rule" to express the superiority of his species. His goal of making cats rule the world, makes him become very jealous, manipulative, and power-hungry, as soon as it reaches the extent of his attempts at conspiracy and hegemony with the final sending of thousands of mice to spread dog allergies across the world, and making cats gain power and influence so that he could single-handedly conquer the world by making trades and strategies to gain the mice's support. He also used propaganda and death threats to underestimate dogs as seen in the recorded message he made directly to let Lou know that his owners were tied up unless Lou brought him the formula for Professor Brody's research for dog allergies. Unsurprisingly, he becomes sadistic and jovial when his plans work. Especially when he reveals himself to Lou's pet owners, telling Lou's father that he has nothing left to hide, the maniacal laughter causes the mother to scream in fear. When the mother stops screaming, she has Scotty Brody tested for allergies, causing him to sneeze in front of a caged dog. In one attempt, he intended to shoot Professor Charles Brody and Carolyn Brody.
