story
Graves loves to blow stuff up and get paid for it. Graves will do anything to finish a mission, even if it means killing innocents and comrades without anyone knowing. Little is known about Phillip Graves' past, except for his military service in the United States before he formed the private military company Shadow Company. His accent suggests he may have grown up in the American South.
plot
When General Shepherd and Kate Laswell gather intelligence on General Ghorbrani's arms deal in Al Mazrah, they assign Graves and Task Force 141 operative Simon "Ghost" Riley to eliminate the general. Ghorbrani is killed by a missile navigated by Graves, but in doing so, this inadvertently triggers Quad Force Major Hassan Zyani's vendetta against the United States. A month after the assassination, Graves came into contact with General Shepherd and agreed to illegally transport ballistic missiles in the Middle East to support their allies in their fight against Russia. However, during the transport, Graves's unit was intercepted by a Russian private military company named Konni, who Hassan acquires the missiles from to further his anti-West agenda. Shepherd and Graves later cover up the botched operation to absolve themselves of any blame. Months later, Shadow Company receives a new mission: to hunt down Hassan, who intends to utilize the missiles. Graves joins forces with Ghost, Johnny "Soap" MacTavish, and Los Vaqueros Colonel Alejandro Vargas to track down Hassan in Las Almas. Graves uses his connections to order an AC-130, which aids in capturing Zyani. Taking him in the middle of the desert, Phillip interrogates the terrorist but per orders from Kate Laswell and Shepherd, who was covering up his own tracks, Phillip is forced to release Zyani. Later, Graves assists Vargas, Ghost, and Soap in infiltrating the home of Valeria Garza, who had smuggled the missiles to Hassan. After killing her right-hand man Diego Salgado, and capture Valeria, before interrogating her for information. Valeria agrees to cooperate in exchange for her freedom and safe passage out of Las Almas, a deal which Graves reluctantly accepts. Valeria reveals that one of the missiles is located on an oil rig in the Gulf of Mexico, placed there by Hassan. Graves teams up with 141 and Los Vaqueros once again to assault the oil rig, but they discover that the launch codes are on a cargo ship. Despite the setback, they manage to abort the missile launch and destroy the oil rig. Unbeknownst to the others, Phillip ordered his subordinates to take over the Los Vaqueros base in his and Shepherd's plan to cover up their actions. Returning to the base, Graves stops Alejandro, Soap and Ghost from entering, claiming that they are relieved of duty. He then reveals that Shepherd has given him command of the operation and has detained Vargas's men. A gunfight ensues, but Ghost and Soap manage to escape to a nearby town. Upon arriving in the town, Phillip relentlessly pursued Hassan, ordering his men to eliminate corrupt police officers and cartel members as well take the children to get them off the city while also hunting down Ghost and Soap. The two 141 operatives managed to escape and meet with Rodolfo Parra, where they infiltrate the base to rescue Alejandro and his men. Afterward, Soap, Ghost, Alejandro, and Rodolfo regroup with John Price and come together to form Ghost Team to defeat Graves and uncover the whereabouts of the last missile. During the firefight, Graves holds down until they reach his building, forcing him to escape. Reaching a practicing ground, Graves attempts to kill Soap and Rodolfo with a tank. However, MacTavish skillfully planted C4 explosives on the tank, resulting in a powerful explosion that engulfed the tank. Although Graves was presumably killed in the explosion, he survived the blast. 141 tracked down Hassan in Chicago, where he planned to use the last missile to attack Washington, D.C. The team successfully thwarted his plans and eliminated him, thus resolving Shepherd and Graves's actions. In the aftermath, Shepherd went into hiding to evade capture by the US Government's authorities, while Phillip's private military company suffered as contractors began to withdraw their support. In reality, Graves revealed he was never inside the tank that was destroyed by Ghost Team and escaped from the facility in time. Following this, Graves went into hiding, continuing to run Shadow Company in secret while Osmund "Oz" Ryan ran as the de facto leader. He has a meeting with Alex and Farah about Konni's movement in Al Mazrah and the greater threat. In 2023, Graves commenced an assault on Konni's chemical weapons observatory, but unbeknownst to him, Makarov tasked two of his operatives to infiltrate Shadow Company.
