Fubuki is a beautiful young woman with a curvy and slender body. She has dark green hair styled in a bob and clear green eyes. She wears her long white fur coat over her dark green dress with black thigh-high boots and wears various necklaces. Throughout the story arcs, she is seen to change her attire regularly. For example, she sometimes wears dark stockings and black high heels instead of her usual thigh-high boots.[3]

When Fubuki was younger, she was very self-conscious about her appearance, particularly because of her large bust. Nowadays, Fubuki wears fancy and expensive clothes, as she believes in the saying "clothes define the man", giving her a rather stylish and confident image. Fubuki on the outside is a cold and self-assured person who does not doubt her abilities, but understands her limits to a certain extent. She would do anything at all costs to secure her position as the top-ranked heroine in B-Class, such as inviting potential threats like Saitama into the Blizzard Group. If he refused, she would ruthlessly attempt to take him down, becoming a prominent source of the "rookie crushing" commonly practiced by aspiring pro heroes. However, despite Fubuki's psychic talents and potential, she has been shown to, deep down, possess a massive inferiority complex, being insecure and frustrated at living in the shadow of her powerful sister Tatsumaki. While she agrees with Genos that she is quite capable of reaching the upper ranks of A-Class, she believes that she could never reach the top, let alone reach S-Class, due to Amai Mask's hold on A-Class's rank 1, preventing anyone from advancing to S-Class. As such, she gathered the lower-ranking B-Class heroes together, hoping that she could one day surpass her sister through strength in numbers compared to Tatsumaki, who prefers to work alone.

Fubuki appears to be a charismatic leader as many of her group members respect and care for her and are willing to risk their lives for her. In return, she cares deeply for the members of the Blizzard Group and relies heavily on them to advance in rank, despite her own talents in telekinesis. Fubuki's personality has overseen a massive change after meeting Saitama, who encouraged her to finally overcome her fears and weaknesses, and become determined to become stronger and advance to Class-A. She dedicates her days to being fully committed to the continued improvement and well-being of her organization. Like her sister, Fubuki is intelligent, but unlike her, she is relatively more composed and balanced, and is shown to possess good deduction skills. She goes to Saitama's apartment only to discuss plans and countermeasures against threats and problems. However, she gets easily frustrated when people don't listen to her and assume unearned authority at times. When she becomes comfortable with certain people she meets or deals with more frequently, she shows a friendlier side to her personality. Fubuki also has a noble and selfless side, although she doesn't show it often. When Genos' core was about to collapse, she without hesitation took charge of containing the explosion using her Esper powers.
