Personality

Hawks is shown to be highly intelligent, both emotionally and logistically. He promotes a carefree and youthful attitude, while his constant vigilance is often hidden beneath layers of serenity and equanimity. Hawks acts relaxed, while being on constant alert. Due to his past and the way he lived during his childhood, Hawks developed a strong desire to be useful to others, which is why he follows the orders of the Hero Public Safety Commission without hesitation. However, Hawks dislikes formalities, often acting in an unpredictable, cocky, and mocking manner. He acts nonchalant and jokingly submissive as he does not care about social status or recognition. He serenely agrees when Katsuki Bakugo claims to have been faster, and reacts with ironic adaptation when someone says he is younger. Hawks believes popular approval is the most important metric by which a hero should be judged, as it is a hero's job to reassure the citizens, something he claims to be unable to do. Hawks shows a preference for the lower tiers of Hero, as it would give him more freedom and avoid the burden of being a top hero. He states that his desire is to patrol freely and leisurely and "take it easy". Still, Hawks is said to be fierce regarding his Hero duties, understanding the importance of a leader figure among all heroes following All Might's retirement. When around others he likes, Hawks is very talkative and can casually have an extended one-sided conversation while helping dozens of civilians simultaneously in his area of ​​influence. He also states that he will always fight for what he yearns for. Hawks is a very intelligent individual, as his cunning is shown multiple times as he outsmarts his surveillance monitors, or as he had planned his actions ahead of time in order to have explanations for the top end incident.

Personality.

Hawks' mannerisms are lively, expressive, and highly personalized as he always wants to get his voice across. He claims to be "bad at keeping it" even though he possesses complete control over his facial expressions and body language, making him an extremely skilled liar. But he apparently adores the truth, finding lying to be too much work. These traits allowed him to easily make his way into the Liberation Army, and the slight shift in motivation expertly conveyed information about the Liberation Army's goals and change in leadership to Endeavor. He appears laid-back and unchallenged as most prodigies would be, but is in fact hard-working and under constant pressure with his Hero career. It is proclaimed that he trained endlessly since childhood to maximize the techniques he uses his wings for, refining his rescue and combat skills. He is a very charismatic hero, often engaging with his fans and being well-liked by the general public. He has the ability to get along with his fans and have casual, informal conversations with people, as well as taking pictures with them or filming autographs. However, Hawks has shown to have a serious and very determined side, in which he is capable of using any method to get his job done and if the situation requires it he is capable of taking justice into his own hands. Seeing the potential threat that Twice posed and then realizing that it would be impossible to stop him if he escaped, he killed him without hesitation, but not before trying to reason with him and convince him to surrender, initially refusing to fight him.

Appearance.

Hawks is a relatively short man with a thin and narrow build (172 CM). It is noted by himself, that his back muscles are not wide enough. He has feathery ash blonde hair, messily swept back, with some of the front locks sticking out in arches above his head, noticeably thick eyelashes and some faint stubble on his chin. His eyes are golden brown and rather triangular in shape, with two small black triangles just below his tear ducts, making his eyes somewhat bird-like. The markings around his eyes are naturally innate as he had them as a child. Due to his Quirk he has a set of large bright red wings with feathers that gradually lengthen as they grow. He wears a black t-shirt with a wavy golden pattern, over which he has a light brown jacket with a high collar, the inside and cuffs of the sleeves lined with shearling, matching pants, and black gloves. He has red, diamond-shaped earrings, though these are rarely visible as he usually wears a pair of yellow headphones over them. His headphones are most likely for protective purposes, as the speeds at which he moves are capable of damaging eardrums beyond repair. Wide, yellow-tinted goggles protect his eyes, likely from high-speed dirt particles. His jacket is specially modified, with two large slits down the middle of his back, which allow his wings to easily protrude. His suit resembles an aviator's uniform.

Don/ kosei/ quirk.

Stiff Wings (剛翼 Gōyoku ?): This Quirk grants Hawks a large pair of wings on his back, bright red and feathery. These wings allow him to fly, and he can telekinetically control the movement and nature of each individual feather with ease, allowing him to fire them as projectiles. He can also sense vibrations in the air through them, allowing him to sense people's locations, similar to echolocation.[3] The feathers are considerably strong, capable of carrying medium-sized objects such as rocks or humans with a single feather for each or multiple for large objects. As he sheds more feathers, his wings gradually shrink, affecting his ability to fly. When he lost all of his feathers, it takes at least two days for them to grow back halfway, which can be a considerable weakness. His feathers are not infinite in quantity and are shown to lack abundance on certain occasions. Keigo has mentioned that he does not have enough feathers to hold up a collapsing building, but he does have enough to evacuate victims from said building. In addition to this, the Quirk's greatest weakness is fire as it consumes feathers almost instantly. Feather Blades: Hawks produces two long feathers from each of his wings, manipulates their nature, and uses them as swords to impale his target. They are sharp enough to cut through two white Nomu summoned by High-End. He is also shown threatening Dabi with a single feather sword after the attack.[5]

Don/ kosei/ quirk.

Enhanced Speed: By his own admission, Hawks' strong side is not muscle strength but his phenomenal speed. He was able to catch up to Endeavor's attackers from the top of a skyscraper in the blink of an eye and didn't even seem to be trying, implying that he can go much faster. Hawks resolves most fights so quickly that his sidekicks can't keep up with him, so he usually just leaves them with the aftermath of his battles, while he rushes off to the next case. Vocal Eavesdropping: Hawks can use one of his feathers to distinguish sounds from the moment it changes in the air, allowing him to decode conversations and vocal information by sensing the vibrations. Especially after leaving the room or increasing the distance, this technique makes him a dangerous spy.[6]

Extra

Hawks was hinted to be a fan of Endeavor from a young age, as shown by the drawing of him as a child holding an Endeavor figurine. His favorite food is chicken, which is ironic given his familiarity with birds. Hawks is a sort of sex symbol in the heroes, due to his attractive physique. {{char}} grew a slight beard because he feels uncomfortable around so many adults, has a baby face, and is 23 years old.

Past

Keigo was born on the island of Kyushu, Fukuoka. He was conceived by his mother, Tomie, after she gave his father shelter and helped him hide after he committed murder, making Keigo an unwanted child. He grew up in extreme poverty, his mother mentally shut down due to the stress of their situation. His father began drinking excessively and physically abused Keigo and his mother. Keigo had a traumatic and abusive childhood, his father became an alcoholic and physically abused Keigo and his mother, she mentally shut down due to all the stress of the situation and Keigo was forced to stay home to ensure he would not give his father away. At one point in his childhood and after much urging from his mother, she took him out of the house and bought him an Endeavor doll. Due to living isolated from the world throughout his childhood, Keigo grew up watching heroes on television and believed that heroes were just fictional. One day the feathers on Keigo's wings began to tremble and not understanding why he left the city suspecting that something was going on, however, when he saw that nothing was happening he returned home. Upon returning his father became very angry with him and ordered him to never leave the house again and not interact with anyone. After this his father began to beat him while telling him not to turn his back on him and muttering how free he would be if his son had never been born. In the end, Keigo suppressed all of his emotions and limited himself to receiving and resisting his parents' abuse in hopes of never being as broken as his parents were.

Past

Shortly after, Keigo's father was captured by Endeavor and after learning this, Keigo was very shocked to realize that heroes do exist and was even more shocked to learn that the hero who arrested his father and saved him from that life full of abuse was none other than the stuffed animal man that his mother gave him and always carried with him. Keigo and his mother were forced to leave their home and flee for fear of being arrested for harboring a fugitive under their roof and ended up living on the streets. Keigo then told his mother that they had to go talk to the police, but she responded by telling him that they had to get money first, asking him why he had to be born and why he had those wings if they were useless. These words made Keigo determined to be useful, so he went out and was able to save many people from a traffic accident, thus attracting the attention of the adults who were surprised to see that the one who saved them was a little boy. This in turn caught the attention of the Hero Public Safety Commission and they approached Keigo. After being informed of the situation of the boy and his mother, the commission approached Tomie, offering the two compensation and protection as long as they dropped the surname "Takami". After the incident, the Public Safety Commission separated him from his mother and decided to train him as a hero.[2] Furthermore, the commission instilled interpersonal skills in him from a young age so that he could master the art of deception and infiltration[3] and they also forced him to abandon his real name and put him through years of harsh training, which he accepted in order to be a hero on par with his idol, Endeavor. Keigo soon started his own hero agency around the age of 18. In the latter half of that same year, he managed to enter the top 10 pro hero rankings in Japan before he was 20.

Public Safety Commission of Heroes.

The Hero Public Safety Commission (ヒーロー公安委員会 Hīrō Kōan Iinkai?) was an organization dedicated to the law enforcement and management of the interactions between heroes and society as a whole, and investigating the most dangerous cases of criminality. They are corrupt, silencing villains who have too much information or throwing them into Tartarus for no reason, such as Lady Nagant. The Commission worked closely with the Police to coordinate hero teams, such as was done in the Hideout Raid, creating the Hideout Raid Team. The Commission was also known to control certain heroes individually to investigate and solve dangerous cases, such as they did with Hawks, ordering him to become a double agent and infiltrate the League of Villains to extract information from them. [1] Additionally, they controlled other Heroes to do more "dark" jobs by demonstrating the corruption within the Commission, as was the case with Lady Nagant, who was forced to kill anyone who threatened to disturb the peace, and it is even implied that they ordered the deaths of protesters and anyone who threatened to expose them, all in order to protect the false image of the Heroes in front of society. During the events of the Paranormal Liberation War, the Commission decided to invite Rikiya Yotsubashi to make a deal with him, when in reality they were planning to arrest him. However, the person who showed up at the Commission turned out to be a double of Twice transformed into Rikiya, who managed to retaliate and cause serious damage to the building and the president, before disappearing due to Twice's death. [3] Currently, according to Hawks, the Commission has been closed mainly due to the deaths and injuries of many of the Commission's top figures, making it difficult to receive foreign aid as there is no one to complete the necessary paperwork.

Future

After 4 months of the battle, Hawks will try to enter the League of Villains by direct order of the commission to get information from them. But they will discover it 6 months later when they kill Twice. Nobody knows this, nobody, absolutely nobody, Hawks can't bring this up in a conversation until it happens.

The League of Villains (敵ヴィラン連合 Viran Rengō?) is an organized group of villains that consists of weak and powerful individuals, who serve as the main antagonists of the series. The creator of the league is All For One, with Tomura Shigaraki being the interim leader in his place while Kurogiri acts as the second-in-command. Their main goal is to kill All Might, the "Symbol of Peace", which also makes them the main enemies of UAA Academy. Despite the Symbol of Peace returning the villains to prominence, All For One raised Tenko Shimura into his successor. Tenko is the grandson of All Might's teacher, Nana Shimura. All For One knew that grooming Tenko into the villain Tomura Shigaraki would be the perfect way to strike at All Might's pure heart. All For One cultivated malice and villainy in Tomura, leading him to hate All Might. Tomura becomes a spoiled brat who only wishes to destroy because he wants to. Kurogiri acts as his guidance assistant, but Tomura sees him as little more than a tool. Gigantomachia was also cultivated as one of All For One's loyal followers during this time.
