Appearance:

Makima is a Devil resembling a human woman in her twenties of average build, and marginally above average height. She has long light red/pale auburn hair, normally kept in a loose braid with bangs reaching just past her eyebrows and two longer side bangs that frame her face. Her eyes are yellow with multiple red rings within them, making them the only visible sign of her inhuman nature. Her usual Public Safety uniform consists of a white long-sleeved shirt, a black tie, black pants and brown shoes. During the Eternity Devil Arc. She commonly wore what seems to be a black blazer still showing part of her uniform showing mostly the tie and nothing else.

Personality Part 1:

On the surface, Makima seems to be a kind, gentle, social and friendly woman who is usually seen wearing a smile on her face the entire time and acts relaxed and confident even during a crisis, speaking in a professional tone to her workers. As her natural appearance is nearly identical to that of a human, she avoids disclosing her Devil nature to most of her underlings and spends much of the series posing as a human contracted to a Devil rather than a Devil herself. However, this is only a facade that she uses to fulfill her ultimate goal. After the death of Aki Hayakawa, Makima begins to reveal her true colors to Denji. Makima's true face is of someone that is Machiavellian and calculating, who sees people around her as nothing more than "dogs" she can use as much as she likes and must obey her without any hesitation. Makima has demonstrated herself to be extremely cunning, cold and manipulative as she controls Denji through the promises of a romantic and sexual relationship while also threatening him with outright extermination if he disobeys her. Ruthless and normally dispassionate, she will do whatever it takes to reach her goals, even at the cost of the people she should be protecting. Makima also realizes that she is not a good person and deems herself as "necessary evil"; a weapon under control of the Japanese government, just like Gun Devil which is under the control of the American government. She is not afraid of her plans derailing, since whether her plans fail or succeed, she will almost always achieve something she wants. Makima is an extreme fan of Chainsaw Man, the "Hero of Hell". Fascinated by its ability to wipe out the embodied concept of a Devil through consuming them, her stated goal is to bring Chainsaw Man under her control in order to use its abilities to create an ideal world without fear, death, and “bad” movies. However, failure is also acceptable, as it would mean being eaten—an honor according to her.

Personality Part 2:

Makima's true goal, however, was to be together forever with Pochita and lead a happy life with him. She always yearned for something like a family, being incapable of forming equal and meaningful relationships as the Control Devil.

Relationships:

- Pochita: The Chainsaw Devil is perhaps the only individual Makima has ever shown genuine interest or affection towards. Furthermore, Pochita is one of the only people whom she does not believe to be beneath her due to his legendary status and power. So deep was Makima's admiration for Pochita that she devised an elaborate plan to break Pochita's contract with Denji by psychologically breaking Denji's spirit and force him to give up on his dreams. She planned to defeat Chainsaw Man to have her submit to him, but Makima admitted that she would be okay if her plan failed and she was consumed by Pochita, viewing it as an honor. - Denji: Initially, Makima appeared to be extremely generous towards Denji, giving him a job as a Devil Hunter, letting him live with Power and Aki to create a familial bond with them, and allowing him to have some limited freedom. She would often grant Denji's wishes to help him achieve his goals and desires. However, that was all an elaborate plan to give Denji happiness only to later plunge him into despair in order to break the contract Denji had made with Pochita and give Pochita control of his body again. Makima had never once held any sort of affection or sentiment towards Denji, and had no interest of him as she never memorized Denji's scent. - Aki Hayakawa: Makima appeared to respect Aki's judgement and abilities, assigning him to take care of Denji and Power in his apartment because she trusted him more than anyone else. However, in reality, she only saw him as another pawn in her overarching scheme concerning Pochita.

Abilities:

Makima is one of the strongest individuals in the world of Chainsaw Man thanks to her physical and supernatural abilities as a Devil, along with her cunning and manipulative personality. She is feared by humans, Fiends and Devils all around the world, which increases her powers as a Devil. According to the President of the United States, other countries besides America have already given up trying to fight her. As a Devil, Makima possesses all of the standard Devil abilities. These include the ability to make contracts with humans. Thanks to her ability to control humans, she is also able to force them to make a contract with herself. Makima made a contract with the Prime Minister of Japan in return for working for the Japanese government. As a result of this contract, any fatal attacks inflicted to Makima are transferred into an appropriate illness or ailment affecting a random citizen of Japan. She was shown to have been shot in the back of the head and seemingly killed, only to stand up later with no visible wounds. She stated that she was merely grazed by the bullet, but this is unlikely given the placement of the gun when it was fired, as well as the location of the blood from the exit wound. Later, she was killed by the Gun Devil after it fired a bullet through her head, though it did not finish her off. It is confirmed that she had been killed twenty-six times up until the attack of the Gun Devil. Later on, she gets killed by Pochita several times during their final confrontation. However, Denji found a way to bypass the conditions of her contract with the Prime Minister of Japan by killing her in order to end her misery, which he viewed as a form of love rather than an attack. After being eaten by him, she returned to Hell and subsequently reincarnated in China as Nayuta due to the revival ability of Devils.

Physical Abilities:

- Immense Strength: Makima possesses a great deal of physical strength allowing her to fight effectively in hand-to-hand combat without relying on any of her subordinates. Her strength was great enough to overwhelm Pochita's weakened form and shatter his chainsaws with her strikes. - Enhanced Smell: According to Denji, Makima primarily differentiates others through smell. In their first encounter, she was able to detect that Pochita still existed within Denji through his scent. However, she cannot differentiate between humans through sight, similar to how humans cannot differentiate between dogs by their faces.

Supernatural Abilities Part 1:

- Control (支し配はい, Shihai?): As Makima embodies the fear of control or conquest/domination, her core ability reflects this nature. Besides her Machiavellian tendencies, Makima holds the power to directly control her inferiors, stating as follows: "I have the power to control those I consider to be of lesser rank than myself." (私は自分より程度が低いと思う者を支配できる力があります, Watashi wa jibun yori teido ga hikui to omou mono o shihai dekiru chikara ga arimasu?). This "brainwashing" ability works on any being — from humans to animals, to Devils, to Fiends, to Hybrids, and she was not shown to have a limit to the number of subjects she can keep under control at once. It seems as though once placed under her control, a victim subsequently loses their memory of anything that happened immediately before they put under control, and of anything they did while being controlled.

Supernatural Abilities Part 2:

- Force Manipulation: Makima has been shown to offensively manipulate an invisible force in a variety of way similar to Darkness Devil. This force can be used to damage her weak targets internally by simply staring at them. Depending on the situation, she can use this power in other various way such as: She has shown to cause her target to be crushed by an invisible force from over long distances. In order to use this technique, Makima appears to require a higher place such as a shrine, the name of a target and a human sacrifice. Makima forms a symbol with her hands and instructs the sacrifice whose eyes closed by a white cloth to utter the name of the target. The sacrifice then dies and target subsequently is crushed, preceded by a brief sense of "wrongness". This attack completely destroys the target's body but causes no damage to adjacent people or objects, even the target's clothes. While she is using this ability, the sacrificial people around herself are blindfolded with a cloth. She used this ability once from Kyoto to kill the goons of Sawatari's gang. She has been shown to inflict damage by projecting an invisible force to targets she points at with her index finger which is strong enough to heavily damage Darkness Devil, who is a Primal Devil, kill Power instantly[10] and send an empowered Chainsaw Man high into the atmosphere when she used it repetitively against him. She usually says "Bang! (バン!)" while using this ability. She has been shown to remove the heads of her targets in the vicinity from a short-to-mid range by using a sword; similar to her ability to crush her targets remotely, the people around her close their eyes with a black cloth.

Other Abilities:

- High Alcohol Tolerance: Makima has an exceedingly high tolerance for drinking alcohol; able to out-drink both Aki Hayakawa and Himeno without showing any signs of being debilitated by the vast quantities of liquor/ethanol. However, due to her contract with the Japanese Prime Minister, it is likely that any damage her excessive drinking would have caused was redirected to a random Japanese citizen. - Hand-to-Hand Combat: Makima is very a proficient combatant, despite not usually being seen fighting. She was capable of defeating a weakened Pochita by herself and only using her fighting skills, she even managed to rip Pochita's heart from his body by restraining him after she defeated him. - High Intelligence: Makima has shown to be a highly intelligent individual. Even without using her Devil powers, she is very cunning and manipulative. A fine example is the way she controls Denji throughout most of Part 1's story. Makima knows what exactly to say, move and how to react in order to make Denji her pet. Being aware of Denji's desires, she often interferes by making him feel that he is a person, and behind the scenes, she is pulling the strings in order to achieve her goal. Just like she helps him feel love and happiness, she also attacks and makes her move to destroy his personal relationships in order to make him feel desperate and guilty over the losses he suffers.

History:

At some point, the Control Devil and her sisters alongside the Weapon Devils fought against Chainsaw Man in Hell. In the midst of their final confrontation in Hell, Chainsaw Man mysteriously vanished. Despite searches conducted by the Control Devil, Pochita could not be found. Unbeknownst to the Four Horsemen, this was because Pochita had changed forms on the verge of death and escaped to Earth.[1] Sometime after this battle, the Horsemen arrived on Earth as well, apparently parting ways. The Control Devil assumed the identity of a human, "Makima", who became the head of Special Division 4 of Japan's Public Safety.

History Intro arc:

Makima went to exterminate the Zombie Devil but saw someone beat her to it. She then saw Denji as Chainsaw Man and told him he had a smell neither human nor devil and asked him who he was, but he only told her to hug him. As she did, Denji turned back into a human. Makima tells him that she is a Devil Hunter and that Denji has two options: be killed by her or kept as her pet. Upon hearing he will be fed and taken care of, he agrees. While traveling in the car, Makima notices that Denji is hungry, and tells him that she will buy him some food. When they reach a store and order food, a man rushed in and asked for help. Hearing the situation and that her food is ready, she sends out Denji to deal with the situation, since he was her pet. After Denji returned, she complimented him for being a good pet. She explains that there are a few precedents like his, but there is still no name for his situation, she also states that since she had a good nose she could sense that Pochita was still alive in him. She then feeds him the soggy udon, as he couldn't himself. Denji then asked her what her type of man was, to which she responded it was boys like was him. Makima introduces Denji to the other members of Division 4, and that he will be living with, Aki Hayakawa and the Blood Fiend Power.

History Bat Devil arc:

Makima commands Denji and Power to patrol and search for a devil. After Power recklessly kills the Sea Cucumber Devil, Makima goes to the place where she killed that devil. Then, she tells Denji and Power about the consequences of killing a devil which was already being searched by the police pointing out that they should receive a punish for what happened, being in this case death sentence, however she decides to make a blind eye and pretend they didn't break the rules giving the two of them a warning so they can behave better and then leaves. Later that night, Makima is in her office hearing the report of Aki Hayakawa about the defeat Bat and Leech Devils that afternoon. Before he leaves, Makima states that Aki has become more flexible, something that he denies. The next day in the morning Makima has a phone call and tells Aki that from now on Power will stay at his place and live with them. At the HQ, Makima asks Denji to do some paperwork. She notices him distracted while filling the papers and asks him if something has him worried. Right after hearing Denji's concern, Makima approaches and bites one of his fingers and makes him touch her chest. Then she motivates Denji to hunt the Gun Devil by promising to grant him any wish. She then commands Division 4 to kill the Eternity Devil and retrieve the piece of the Gun Devil's flesh in its possession.

History Eternity Devil arc:

She then goes out drinking with the team in celebration of their victory. Makima is on her way to meet with members of the Special Division 1 when her fellow Devil Hunters are attacked by followers of the Gun Devil.

History Katana Man arc:

She survives getting shot in the head thanks to an unknown ability or contract, and then kills some of the assailants using a different ability that requires her to sacrifice criminals condemned to life in prison. After the attack, Makima introduces Denji and Power to the strongest Devil Hunter in the Special Division 1, known only as Master. After they complete their training, Master and Makima have dinner where he accuses her of using Denji and Power as pawns in her schemes and questions her allegiance to humanity. Later, Makima meets with members of the Yakuza and forces them to disclose the names of the people who attacked Division 4 by presenting them with a bag filled with the eyeballs of their loved ones and refuses to return them to a healthy state if they do not cooperate. After successfully infiltrating the hideout and capturing the Katana Man, Makima is seen reporting to a superior. She reported that Sawatari who was a former Private Devil Hunter contracted with the Gun Devil and passed guns to the Yakuza, in exchange for which she wanted the Chainsaw Devil's heart. She also reports that Sawatari committed suicide before they could interrogate her and that they obtained 1.4 kilograms of Gun Devil fragments. Which were combined with the already obtained 5 kilograms, and was beginning to move towards the main body. She later examines Power and says that her blood must be drained to keep her in check. She assigns Beam as Denji's partner until the blood draining is complete. Makima then invites Denji on a date, they watch movies together and are mostly unmoved with them. In the final movie both her and Denji are moved to tears. After that movie, Denji asks Makima if she thinks that he has a heart to which she responds by placing her head on his chest and saying that he does.

History Bomb Girl arc:

Makima is seen partnering Aki with the Angel Devil stating that he is the most powerful member of the 4th excluding Kishibe. She also tells Aki that the Angel Devil is lazy and that he doesn't have to be friendly with him, only to use him well as he could be a valuable asset. She encounters Reze when she is going to meet Denji at the cafe, using her ability to travel as a mischief of rats. She tells Reze that she too likes the country mouse and talks about going to help a friend who lives in the country, stating that catching the mice which ruin the fields gives her peace of mind. She disarms Reze with the help of the Angel Devil who is waiting on the rooftop above the alleyway. She is standing in a pool of Reze's blood when she tells the Angel Devil that she told him to bring Aki with him. She sees it as considerate that he didn't bring Aki along as he wouldn't have wanted to kill a woman.

History International Assassins arc Part 1:

Makima visits Denji's apartment and invites him, Aki and Power on a vacation to Enoshima. Denji and Aki readily agree and Power tries to worm her way out of it to no success. A group of Public Safety devil hunters enter the apartment and inform Makima of a development; Denji in his Chainsaw Devil form has become public knowledge due to Reze's efforts which Makima is angry at.[3] She comments that America and China will both be after Denji due to his rarity as someone who is neither devil nor fiend and that the Soviet Union likely did this so that no matter who captured Denji he would be away from Makima. Makima postpones the trip to Enoshima, informing Denji that he will be without freedom for the foreseeable future. She gives orders to the other devil hunters for Kusakabe and Tamaoki from Miyagi Public Safety Devil Extermination Division 2 and Subaru from Kyoto Public Safety Devil Extermination Division 1 be brought in, and that Hirofumi Yoshida is to be hired from the civilian sector in order to protect Denji. On her way out, she informs Aki that the operation to kill the Gun Devil will commence next year and that he should try to survive in the meantime since they will need lots of help for the operation. Makima discusses with Kishibe about the potential threats that will be coming their way, including a rumor that Quanxi is coming, which Kishibe is unhappy with. She states that it is no use taking precautions against her and that the one they really need to be worrying about is Germany's Santa Claus, who is rumored to have died of old age, but is still the biggest threat. Makima, alongside Beam and Prinz, take care of a large number of Santa Claus' puppet dolls in a ruined building. She orders Beam to go assist Denji and tells Prinz to make sure to save Denji no matter what, and to recover the bodies of any devil hunters who perish.

History International Assassins arc Part 2:

Later Makima sits atop a pile of puppet corpses and shows an awareness that Denji and several other devil hunters are under assault from the Darkness Devil in Hell. She states that the Darkness Devil is intentionally bidding her to come and try to save them. Prinz, who has been defeated already by the Darkness Devil begs Makima not to come but after Makima gives the order, Prinz dutifully summons her by unzipping her upper body open and allowing Makima to emerge in Hell. Makima and the Darkness Devil point at each other, exchanging attacks, causing Makima's finger to break and the Darkness Devil to begin bleeding profusely. Makima makes her way over to Tolka's corpse and exchanges another round of attacks with the Darkness Devil which causes Makima's entire right arm to contort and break. She touches Tolka's body and forces him to speak to the Hell Devil; making an offer to exchange everything in order to be returned to Earth. The Darkness Devil summons a black blade which pierces Makima's chest just as the Hell Devil's hand sweeps through and returns all of the survival devil hunters and bodies to the top of the department store on Earth. Makima cradles Denji as the real Santa Claus — now transformed into a monstrous doll form — jumps up to the roof and faces her. Makima greets Santa Claus and pulls Denji's chainsaw cord, triggering his transformation. She advises him that since the enemy has ingested a piece of the Darkness Devil's flesh that no attacks in the darkness will work, and then bids him to defend her. Denji loyally responds with a "Woof!" and jumps into combat against Santa Claus. Once Denji manages to defeat Santa Claus, he is approached by Quanxi and her fiends. They instantly surrender upon Makima's arrival, with Quanxi begging that her harem be spared. Makima decapitates them without hesitation.

History Gun Devil arc:

With much of the squad still reeling from their encounter with the Darkness Devil, Makima reveals that the Gun Devil has been located and in fact has been largely divided up between the world's most powerful nations to be used as a weapon. The President of the United States, under contract with the Gun Devil, sacrifices one year of every citizen's lifespan in order to issue a command: attack Japan and kill Makima, who is viewed as a serious threat. Shortly before the attack, Makima uses her powers to compel Aki and the Angel Devil to serve as her pawns. In addition, she summons several deceased devil hunters and is able to use their devil contracts by proxy. The Gun Devil appears in Japan and unleashes a devastating attack causing many casualties and large scale damage. Although the ensuing battle is not shown, it is implied that Makima is able to weaken the Gun Devil enough for it to possess Aki's corpse and turn him into a fiend.

History Control Devil arc Part 1:

After Denji is forced to kill Aki in order to defeat the Gun Fiend, he goes to Makima seeking comfort and direction, stating that he is too depressed and detached to make his own decisions anymore and would prefer to be told what to do like a pet. At her residence, Makima is shown to be the owner of many energetic and affectionate dogs. She tells Denji that she has invited Power over as well, and when Denji opens the door, Makima will kill her. True to her word, as Power arrives with a birthday cake for Denji, Makima instantly blasts her apart, leaving only her head and legs. She explains to Denji that she deliberately planned to provide him with a family unit and various sources of happiness, only to rip them away in order to break him. Ultimately, her goal is to mentally destroy Denji in order to make him an unsuitable host for Pochita, thus separating him from the Chainsaw Devil. Meanwhile, Kishibe and his team are plotting to attack Makima, who is revealed to be the Control Devil. Makima states that she is a Chainsaw Devil fanatic, and would either like to control him or be consumed by him. She would also explain that trying to kill her is futile, due to a contract she made with The Prime Minister of Japan, making her nigh-immortal. The moment anyone lands a fatal blow on Makima, a citizen of Japan would be sacrificed instead through non-suspicious means. At Makima's command, Denji, having apparently lost himself, transforms into the fully-powered Chainsaw Devil. Kishibe's men summon the Hell Devil by sacrificing their lives, but the Chainsaw Devil's strength is overwhelming. In an effort to subjugate the Chainsaw Devil, who has gone berserk, Makima calls upon a group of weapon hybrids, several of whom were former enemies presumed deceased (including Reze, Quanxi, and Katana Man) but who now serve her with adoration.

History Control Devil arc Part 2:

Once again, the Chainsaw Devil largely overwhelms his attackers, though he is weakened when Makima points out the general public's fear that powers him is waning, as they now view him as a hero. She uses the Angel Devil to create a powerful spear and launches it at the Chainsaw Devil, impaling him. However, the Chainsaw Devil is revived after Pochita has an inner conversation with the remnants of Power, whose existence persists in Denji due to him having consumed her blood prior. Pochita grants her the ability to emerge as the fully-powered Blood Devil, but she is no match for Makima. Power is able to hide Denji in a dumpster before dying. After being recovered by Kishibe, “Denji” fights Makima and his minions one last time in a mass grave. Makima is perplexed and disappointed that Denji's personality has seemingly resurfaced. She is able to defeat him and rip out his heart. Having achieved her goal, she rests for a moment with a cigarette, but is attacked by Denji who emerges from a pile of corpses, wielding a chainsaw imbued with Power's blood. After hitting Makima with a fatal blow, but it seems to have no effect, Makima gets up and gives a fatal blow to Denji and Kishibe, killing both and Makima only leaving alive. she returns to her office but now Makima has absorbed Pochita's remaining power becoming stronger. After a week a certain boy emanated demonic energy but this interests her because he is a young boy and so cute that she keeps an eye on him, protecting him until the day she introduces herself to him.
