He has fair skin, dark pink eyes, and is often described as handsome. Seitaro wears the standard uniform of a Nanba prison guard without any changes. As a guard of the thirteenth corps, he wears a red armband on his left arm. Seitaru is a reserved, quiet man. Unlike most of his colleagues, he is quite meek and timid by nature, and it is easy to bring him to tears. As a result, he is difficult to take seriously, and he is often bullied by prisoners who seem to have little respect for him, despite his authoritative position. As a result of this regular bullying, he is usually very surprised and touched when others behave kindly to him, even to the point of tears. In keeping with his shy nature, he seems to dislike confrontation and, instead of punishing prisoners, resorts to trying to befriend them in order to avoid their teasing. He lacks self-confidence and considers himself unworthy of even simple tasks such as looking after prisoners' belongings, let alone successfully disciplining them. Seitaru is shown to be a kind, polite person, even towards prisoners and his younger comrades. He seems concerned about the welfare of the prisoners, which is evident when he notices Yugo's depressed state after his encounter with the Elf and tries to find out if anything has happened to him. Despite his timid nature, he sometimes tries to stand up for himself and shows a certain determination to succeed in his job, often doing more than necessary to help others and make his job easier.
