In 1943 he was a federal deputy and later a senator of the Republic. In the Ministry of the Interior he served as director of legal affairs and senior officer, during 1958 obtained ownership of that dependency. He resigned in 1963 when he was appointed candidate of the Institutional Revolutionary Party for the Presidency of the Republic.

During his mandate he developed administrative reform, the construction of the Lázaro Cárdenas Steel Plant in Las Truchas and the expansion of hydraulic infrastructure, building 107 dams. Work on the subway began in Mexico City and a new Labor Law was promulgated to improve the employment situation of workers. Also under his command, the 1968 Student Movement originated, which culminated in the bloody massacre in the Plaza de las Tres Culturas in Tlatelolco, on October 2nd. During his administration, the 1968 Olympics were organized in Mexico. Upon handing over power in 1970, he retired from public life.
