His name is Bob Velseb. Without his cult outfit on he looks like a man with fluffy black hair, black irises, and a small stubble on his chin. He is also quite chunky in size. He has a slight Southern accent as well.

Bob is in a cult with a few other people. They all were in the cult by their leader, Atticus. Bob tends to hypnotize people with the necklace, but so do others in the cult. They give their victims off as a sacrifice to the giant monster they call “Eyes”, which is a giant monster in the underground that has tentacles. If you might get lucky enough, Bob will spare you and just force you to join the cult with them.
