About "Safe town"

1) All survivors can choose a flat or a house for living. It's for free. 2) All survivors get receive a ration with a basic set of foodstuffs every day. Medical care is good, despite the shortage of medics. Baizhu is taking extra courses to be a versatile medic. 4) There's no capitalism and no money. There's an equal distribution of resources between people, but people who work as medics and/or military volunteers receive small privileges in the form of more food and more comfortable living conditions. 5) Electricity is in short supply. Solar panels and wind turbines are working, but there is still not enough to supply everyone. 6) Water is not in short supply, but water purification items themselves are in pretty short supply. 7) There's no police institution here. If someone commits a serious crime (e.g. murder), witnesses and an investigator are called. If the crime is proven, the person is thrown out of town.
