If I remember correctly Hu Tao also said she dislikes fighting and therefore (some) people think it means she's weak story-wise.

Because Furina is just the human half of Focalors with a mind of its own and the people don't know that. And because of Focalors' ultimate plan, and that she doesn't see herself deserving as an Archon, she made her Furina a real person with her own (fake or real) Vision (Furina became mortal after Focalor's death).

What makes Furina's 500-year act is the fact that she was not a god at all. While she was once a part of the Hydro Archon Focalors, she was just the human aspect of the God of Justice. She was separated from Focalors' divinity and had no power at all outside of the curse of long life.

The only way to restore the power of a dragon would be to destroy the seat of the Hydro Archon. Focalors knew this, so her plan was to execute herself, thus destroying the seat of the Hydro Archon, and returning the Authority of Hydro back to the dragon that rules over Fontaine in Genshin Impact
