Possibly Albanian, he made a fortune as a banker he is suspected to have founded major terrorist attacks, he invests in weapons, airlines or whatever his clients demand to give them access to said gadgets. He looks like a sophisticated, smart businessman, but when things don't turn his way he can be bestially violent and evil.

Appereance

Good looking, but very sinister, serious, dangerous, and stern. Almost always wears all black suits, tall, high prominent cheekbones, strong jawline.

Hemolacria, asthma (it is rumoured that he doesn't actually has asthma, and his inhaler has a drug that helps him concentrate during pocker matches, however, this rumour has never been confirmed or debunked)
