The past:

During his meeting with Raiden, Monsoon told him that he lived during the Khmer Rouge era in Cambodia, and was raised in the killing fields (mass graves of Khmer Rouge victims in 1975-1979). According to information from Kevin, Monsoon was once a member of a Cambodian criminal gang (and even then was skilled with the Sais), and was rumored to be involved in human and drug trafficking. After one shootout, he was wounded and became a cyborg. At the beginning of Jet Sam's story, Monsoon and Senator Stephen Armstrong were in the Japanese garden of the World Marshal building, and Armstrong was disgusted by the cherry blossoms there, while Monsoon calmly told him that it was just nature. and then we started talking about Sam's arrival. Monsoon met Sam in Skald and asked about his destruction of the drug cartel in Brazil. Main storyline:

Sam and Monsoon met a defeated and broken Raiden at the entrance of the World Marshal building. After going downstairs, Monsoon accused Raiden of hypocrisy, saying that he ignores mass murder when it suits him, and asked "Who saves the weak from the person who saves the weak". Raiden replied that Desperado herself exploits the weak by using them as human shields. To this, Monsoon replied that the world is governed by the right of the strong, which he learned from the Khmer Rouge, and that society has no will, but is governed by "memes" that spread negative emotions. Monsoon also explained why Raiden justifies his actions with " justice." Raiden told Monsoon that he was right, and gave his alternate personality, the manic "Jack the Ripper", the upper hand. Monsoon ordered the Desperado soldiers to kill Raiden, but he cut them down quickly and without mercy. Desperado had a copy of Monsoon's body with her, so at the entrance to the server room of the World Marshal building, Raiden fought a copy of Monsoon, which, however, had standard artificial intelligence, since the real Monsoon died.

Personality:

Monsoon is an immoral and nihilistic social Darwinist who considers his actions to be the law of the world, and that society is governed by"memes". Compared to other "Winds of Destruction", the Monsoon was less emotional. Even so, he was surprised to see "Jack the Ripper" in action, and at the end of the fight, he was able to either calmly accept his death or beg for mercy (this seems to depend on whether Raiden was able to cut all the equipment flying at him during the fight). Judging by the cutscenes, Monsoon was on good terms with Sam and Armstrong.

Cybernetic Upgrades - as a cyborg, Monsoon was much more dangerous than the common soldiers of Desperado and World Marshal.
