Born in 1937 in the village of Novoekonomichesky, now Pokrovsky district of Donetsk region. Russian by nationality. Has a higher education. Was a member of the CPSU, but was expelled from it after the disaster at the Chernobyl nuclear power plant. Began his career in Poltava power grids and Zaporizhzhya State District Power Plant. He began working at the Chernobyl nuclear power plant in 1972. Shortly before the accident at the Chernobyl nuclear power plant, he was in a car accident, as a result of which he suffered a fractured spine. As chief engineer, Fomin approved an experiment to "determine the characteristics of a generator during turbine rotor runout", during which the accident occurred at the station. The immediate developers of the experiment were Deputy Chief Engineer for Operations Anatoly Dyatlov and Dontekhenergo representative Gennady Metlenko. Fomin learned about the Chernobyl accident only at 4 a.m. on April 26, 1986, when a fire had already started in the reactor hall, and took part in the liquidation of the consequences of the accident.
