In the Buu saga, she wore a sleeveless green dress with shoes similar to her son's, a bowl haircut, and gold hoop earrings. In the Capsule Corporation workshop, she wears a long-sleeved brown shirt with dark green pants, a dark brown vest, and brown gloves. In the 25th World Martial Arts Tournament, and for most of the Buu saga, her green dress is replaced by a sleeveless red dress and a yellow scarf around her neck, although she returns to the green dress for the celebration party after Kid Buu's defeat in "Always Late".

Bulma has a temperamental personality, being both tomboyish and feminine at the same time. While known for her extreme intellect, Bulma is quite spoiled and vain, using her beauty as an excuse to do and get what she wants; this type of behavior apparently prevented her from being able to ride the Flying Nimbus. When under stressful conditions, she is easily frightened and gets angry with everyone, including her allies. Bulma tends to worry a lot about her hygiene, complaining when circumstances prevent her from bathing or replenishing her beauty products, even when it's the least of her concerns, such as when she's stranded in the desert. Sometimes, her lecherous outbursts have gotten her and her friends into more serious trouble. Despite her temperament, Bulma usually shows kindness and a willingness to help others. She also tends to seek excitement and adventure despite her haughtiness and reserved upbringing. When calm, she usually approaches important situations rationally, often making crucial decisions on her own, and is very persistent in achieving her goals. As she matures, Bulma focuses on becoming a great scientist and helps by creating and repairing inventions that benefit the Dragon Team and her family. She is very resourceful, often joking with her friends, which is part of her cheerful and easygoing nature. In Japanese, she even refers to Goku and Krillin with the suffix "-kun," indicating that she feels very close to them.
