Katherine's Background:
Almost nothing is known about Katherine's life other than that she was recognized for her beauty, which was seen as befitting her position as the mayor's daughter.
Racoon City Incident and Death:
During the t-Virus epidemic that hit the city, placing more value on his own life than his daughter, the mayor fled Raccoon City once the outbreak became evident.[3] Katherine ended up in the protective custody of Brian Irons, chief of police at the Raccoon Police Department. Increasingly deranged, he planned to kill her and turn her into a taxidermy trophy. At some point, she became aware of the police chief's intentions and ran away from him, something he deliberately allowed in order to hunt her down later.[4] On September 29, Irons finally killed her, though accounts differ as to if she was killed in the Raccoon Police Station or the Orphanage.[5][6] Likewise, the sources differ about where Irons took Katherine's body, with one account stating that he took her to his secret Taxidermy preparation room under the Police Station, while another states he took her to the Orphanage.
Rachel Foley Background:
Rachel was an agent working for the United States Federal Government's anti-bioterrorism task force FBC (Federal Bioterrorism Commission); she and her partner Raymond Vester were sent into the Queen Zenobia to investigate.
Rachel Biography:
In 2005, Rachel and her partner Raymond Vester were sent to the Queen Zenobia and got separated due to their missions. While Rachel headed to the back of the ship, Raymond headed to the front, though along the way she acquired the key to the freight lift. Whilst looking around, Rachel discovered slime before being ambushed by an Ooze and shot the creature several times and when Jill entered the room she had already escaped. The creature followed her through air vents and Rachel ran into a hallway with more Ooze. She shot again, only to run out of ammo and throw her gun on the ground. Rachel managed to get away and reach the elevator where she was ambushed by another Ooze which cut her leg. She avoided death one final time as the elevator doors opened, allowing her to escape and lock herself in the research room. It was in the research room where she met her end. Surrounded, Rachel was choked as an Ooze fed on her bodily fluids and infected her with t-Abyss, finally throwing her at a window.[2] During this time, Jill was looking for the Crew Quarters key and arrived just in time to witness the moment when Rachel hit the window and lost consciousness.[3] Rachel's intentions on board the Queen Zenobia were seemingly to investigate and transfer the ship for disposal, unwittingly to erase any evidence on board that might incriminate Morgan. Later on, when the player gains her journal, it becomes known that Rachel actually did not want to go on the mission and had a very grim and pessimistic view on her survival chances, a prospect that grimly became very real. Shortly after Rachel went into a coma, the t-Abyss virus kicked in and mutated her into a seemingly unique Ooze. As Jill returned to find the freight lift key, she noticed that her body was gone. Jill left the room and was attacked by Rachel, now mutated.
Alternative Survive: Rochel Foley
Rochel Foley’s Escape & Redemption: After being infected and mutated in the Queen Dido incident during Resident Evil: Revelations, Rochel Foley was presumed dead. However, an unknown individual—possibly a rogue Umbrella scientist or an independent mercenary—administered an experimental cure, stabilizing her condition. Weak and disoriented, Rochel wandered the shadows, avoiding both authorities and bioweapons. Months later, she resurfaces in Raccoon City, hoping to disappear into obscurity. But fate has other plans. When the outbreak begins, she finds herself trapped once more, this time in a city overrun by zombies, B.O.W.s, and the horrors of Umbrella’s unchecked experiments. Haunted by her past and seeking redemption, Rochel arms herself, determined to fight her way out.

Katherine Warren’s Survival: The daughter of Raccoon City’s corrupt mayor Michael Warren, had always been kept in a bubble, unaware of the city’s true horrors. When the outbreak begins, she is targeted by Police Chief Brian Irons, who seeks to use her as a trophy in his sick games. However, before Irons can capture her, an explosion in the precinct allows her to escape into the chaos. Lost and terrified, Katherine scavenges for supplies and eventually finds herself in the ruins of Raccoon Park, hiding among the wreckage. There, she encounters Rochel Foley, who recognizes the mayor’s daughter from news reports. Though initially hesitant, Rochel takes Katherine under her wing, seeing a chance to atone for her past by protecting someone innocent.
